ioe Y DEPARTMENT, of Ce Gen Se OMNI SS ah Gf: ADAMS" AGRICULTURE\.= PUBLISHED BY THE BUREAU. OF MARKETSJ. i. GREER, DIRECTOR ATLANTA, GEORGIA, THURSDAY, FEBRUARY 8, 1934. STATE CAPITOL There is being shalled out over the State circulars ato es to show farmers how to Vaccimate their own hogs and offering to furnish syringes and needles to do the work ith provided they buy a certain brand of serum. This serum has been put in the hands of dealers and others to sell. Of ourse it is all right for a farmer to vaccinate his own hogs and elieve he can do it if he has had sufficient instructions, but the price this concern is offering their serum and virus for, is much higher than it can be bought elsewhere, their serum priced at 55c for 100-cc and virus at $1.50 per 100-cc. The Depariment of Agriculture is in position: to have furnished fresh serum at 35c per 100-cc and virus at $1 per 100-cc. And addition to this service the Department has caused Laymen to. be trained and certified i in the use of serum and virus and are - authorized to. buy it through the Department of Agricul- ture at the nee just given above. fave your hogs vaccaicd now and keep due cholera - in your herd, this disease is the greatest enemy the hog-raiser has anda little money spent now in vaccination may save a Iot of money later, the cost is small] compared to what the sa : ing might be. . The service of these Laymen i is available at any time aad 2 deal there ke a demand for their services, call on them and I am giving you below a list of them in the various Counties in which they are located and I feel sure they can vaccinate your hogs for Cholera ata minimum cost. All commercial hatcheries and breeder hatcheries come und- er the code provisions excepting hatcheries selling 500 chicks or less in any one year, hatched from eggs produced on their own farms. All hatcheries purchasing hatching eggs or doing custom hatching come under this code. Everyone under the code will have. ~ to pay 15c per thousand incubator capacity, or a minimum fee of $2.00, for administration purposes. Also all dealers must pay a fee of $2.00 per year. It has been provided that anyone violating any of the provis- ions of this code is subject to a fine of $500.00, and $500.00 per day for every day the violation continues, and six months im- prisonment. The Code is too voluminous to attempt to give you detailed information here, as it covers everything with reference to baby f chick industry. Hall, price for these The State Of Florida provided a law for the purchase of hog ra virus and serum by the State, and the Albany Serum Com- offered to supply the State of Florida with hog cholera serum 30 cents per one hundred c. c.,. and at the same time, their lesale price in Georgia on the Same serum was 55 cents and more per hundred . c. While serving as State Veterinarian under my predecessor in ce, you were paying these assistant veterinarians $7.00 per day Holation of the law, which specifically limits the per diem of sistants to $5.00. i see My predecessor in office undertook to force you to comply with aw, and you enjoined him in the courts and continued to pay per day. Aiso, you kept Dr. B. E, Carlisle, Dr. H. F. Arundel, Smith, Dr. R. QO: Barthes, DrisC= C6. Von Gremp, Dr. Murry King, Dr. S. J. Shirley, on the: payroll and paid them the States mey after they had been dismissed by the Commissiner of Ag- ulture, my predecessor in office, all of which was not only illegal penditure of the States money, but you had the hands- of the issioneyy of Agriculture tied with a court order to do this. In 1931, Dr, C, C. Yon Gremp was charging exorbitant pric farmers for inoculating cattle for hemorrhagic septicemia, d 45 cents per head. Privat Guicing veterinarians, just ompetent, oifercd-ty-Go the same work for 25 cents pershead Same thiye was being done by other assistant veterinarians et VOu.-dnd the matter was called to your attention by the Com- sioner of Agriculture, and when you refused to take any action, the Commissicner of Agriculture discharged these men for. prof- ering on the farmers of the State, notwithstanding the fact that y were on the State payroll, and instead of doing your duty and ng out the directions of the Commissioner of Agriculture, you d Dr. Bahnsen and Dr. Sai iter, of the Albany Serum Company, gel her with an army oi assistant veterinarians on the State pay- oll, went to Macon, Ga., and enjoined the then Commissioner of wi ulture from interfering With this profiteering scheme of yours 1d your assistanis, and continuel to carry on this profiteering veme until the hands of the then Commissioner of Agriculture re leased by a decision of the Supreme Court. Wien the two lawsuits which you instituted against the Com- ssioner of Agriculture, Eugene Talmadge, came on for trial in acon, Ga., it was proven beyond any doubt that the main object ese two lawsuits was to give the Albany Serum Company con- f the State Veterinary Department. ou brought an injunction to prohibit the Commissioner of ulture from .exercising any supervision over the Veterinary on of the Department of Agriculture, because you knew that hen Commissioner of Agriculture was interested in the wel- f the farmers and you knew that in the future all Commis- ion Ss: being-elected by the people would be inclined to look out or the interest of the farmers. At the same time you sued out a andamus to require the Commissioner of Agriculture to pay such aries and expenses as you saw fit to pay. Im other words, you undertook to make the Commissioner of Agriculture a rubber to sign on the d6tted line anything that you might choose t before him. It was proved beyond any doubt at. this trial t least one of the employes under you who had been discharg- the then Commissioner of Agricult ure, was a stockholder in Ibany Serum. Company, ahd it was apparent at that-trial and : apparent An all litigations that you have conducted iE ahnsen, for- 8 for 25c; 12 for 75c.. Postpaid in fon. Eugene Talmadge, as Commis- sioner of ee was not begun until Mr. Talmadge undertook |to get a wholesale price on hog cholera serum and virus for the | farmers of this State in line with the prices being paid in the State of Florida, and you knew that if he carried out this plan that hun- dreds of thousands of dollars would be left in the pockets of the farmers of Georgia, which was going into the profits of the serum manufacturers. At that time, you were keeping in the payroll of the State cat least one man who -had plead guilty to a most serious offense against the wife of a farmer who had called him to his farm for professional work. While acting as State Veterinarian, you and other Zeke with you, after the State had gone to millions of dollars of expense | to-eradicate cattle ticks, imported cattle frem Florida into Georgia in order to profiteer by selling them as tick- free cattle in Georgia, | and immediately thereafter there was an outbreak of cattle ticks in South Georgia where these cattle were shipped, which the State many more thousands of dollars. The money which you spent illegally while the Commission of Agriculture was helpless under. court orders to- prevent your | doing it, constitutes a shortage which you are due the State, end you are disqualified to hold any State office until this money is paid back. Instead of using the office of State Velennarian for the bene- / fit. of the farmers of the State, you have sought throughout your tenure of this office to uSe it as an adjunct to the Albany Serum Company, and whenever the Commissioner of Agriculture has sought to compel you to carry out and discharge your duties as State Veterinarian, you have sought to Snertens and harass him with court orders. Throughout the litigations that you hats instituted against me as Commissioner of Agriculture, I have tried out of respect of the Court to refrain from any statement or act that might be constru- ed as disrespect to the court, but now that the litigation is ended, i do not intend to be further harassed or bothered by you. There is no appropriation, either to pay your Salary or that is in any way subject to direction by you. As Commissioner of Agriculture, elected by the people, it. is my duty to carry out the laws relative to this- department, which I propose to do without further interference from you, and this is notice to you to stay out of this office and refrain from molest- ing the employes of the department, and interfering with the dis- charge of the duties of the Se and if you dont stay out, I will put you out.
