| Analysis of Application of Processing Tax on Wheat

(1)
_ The Agricultural Adjustment Administration today made public regula-
tions signed by the Secretary of Agriculture and approved by President Roose-
elt, fixing a flat processing tax, beginning July 9, 1933, of 30 cents a bushel
mall wheat. The Agricultural Adjustment Act provides that this tax will
erminate at the end of the marketing year current at the time the Secre-
ary proclaims that rental or benefit payments are to be discontinued with
espect to wheat. The rate of 30 cents a bushel will remain in effect as pro-
vided by the Act unless the Secretary, in order to effectuate the declared pol-
cy of the Act, finds it necessary to adjust the rate:

This tax, which will be collected by the Bureau of Internal Revenue, is

on the first domestic processing of all wheat processeq on and after July 9.
It will be necessary for all millers and other first processors of wheat to far
ish the Bureau of Internal Revenue with satisfactory inventory statements
as of July 9 and monthly reports showing the amount of wheat processed.
The Act exempts from this tax the grinding or cracking of wheat, not in the
form of flour, for feed purposes only.

These regulations also prescribe conversion factors which fix a tax for

vl floor stocks of wheat products held by manufacturers, wholesalers, and

thers, on the date the tax goes into effect. These stocks include separate
etail stocks of retailers which are not disposed of within 30 days after July
of this year. All warehouse stocks, whether of retailers or wholesalers, are
be taxed, whether disposed of within 30 days or not. :

ee The wheat products which will be taxed as floor! stocks include flour and
repared flour, cereal preparations, bread, crackers, pretzels, macaroni, nood-

les, paste and foundry moulding materials, a schedule of which products is a:

part of the regulations.

The conversion factors also determines the amount of compensating tax
o be placed on imported wheat products and the amount of refunds) which
re to be paid under certain provisions of the Act. a

Realizing the great vaviation in the various grades of flour and other
heat products and the difficulties of classifying these articles for tax pur-
poses, the Wheat Processing and Marketing Division, after consultation with
epresentatives of the trades involved, arrived at an average conversion fac-
or of 4.6 bushels of wheat for 196 pounds of flour. Under the conversion
actor, the floor stocks tax on flour will be seven-tenths of a cent per pound,

The Act exempts from the processing tax, wheat processed by or for a
producer for consumption; by his own family, employees, or household. This

means, according to the Bureau of Internal Revenue, that a farmer may for S

his own consumption have his wheat ground or may procure direct from the _
mill grinding his wheat, in exchange for this wheat, an equivalent amount of
flour made from similar wheat without any tax being imposed. =

The Act protects organizations receiving wheat products for charitable _
distribution by providing for refunds of the tax to those delivering wheat
products to such organizations. aos

Due to the unseasonably cool weather which prevaileq through the Unit- __

ed States on July 4th and several days thereafter, the consumption of water- |

melons was greas!y reduced, and due to the fatt that the stocks in all of the
large cities were heavy anticipating a big trade, a larger supply of melons
was left on hand after July 4th, consequently the market for the past week
has been weak and prices greatly reduced from the previous week. :

We have handled a large amount of watermelons during the past week
and have been able to sell all of the melons that, we were asKed to handle.

In a good many sections, the growers have used Government inspection this ~

season and this has added to the value of, the melons greatly. I hope this
service will be greatly extended another season. I want to caution the grow-
ers not to load<any over-ripe or sunbakeq melons, as the market will only
take good fresh stock. = ee

The campaign for training laymen in the use of serum and virus in Imoc-
ulating hogs isi progressing splendidly. Apparently an effort has been made
to hinder the work we are pe on as the Department has been notified
by a number of counties who applied for a Veterinarian to train laymen to
cancel this request. : : ee

I am afraid the officials who have cancelled these requests have acted
under a misapprehension. There are certain interests in Georgia who are
very much opposed to the plan of furnishing serum to the farmers at whole- _
sale cost and representations are being made that this serum is not good. I
wish to state that the serum and virus being sold\ under the State contract
is government inspected and meets all the requirements of both the State and
Federal Governments as to quality and potency and alf of the serum and Vi-
rus furnished under this contract has been manufactured Since the first day
of January of this year and is as of good quality! of any Serum being Ollered ~

in the State at any price.
