Move Further Back Into the Country
In the last Presidential Campaign, candidates in both parties
promised great farm relief. I believe that they are quibblers on
words. We have had relief all right, but lots of us took it that, farm
relief would be farm help. The truth of the business is that we do
not need any farm help. We just need farm justice. If about nine-
tenths of the farmers friends were killed off they would get along a
whole lot better. But what came out of that presidential campaign?
President Hoover called a special session of Congress to enact farm
legislation. What did they do? They took up a tariff bill and hiked
the rates on all manufactured articles that. they possibly could.
The Southern Commissioners of Agriculture went up before the
Ways and Means Committee and before Congress, insisting on a tariff
on jute, vegetable oils, and other farm products. They succeeded in
getting written. up as lobbyists. The trouble with the farmer is that
he has no lobbyists. Every other interest except farming has its paid
and hired representatives at Congrss. It developed that the Secretary
of the Manufacturers Association of Connecticut was placed as a
Secretary to a special Tariff Committee. When they tried to censure;
or insult Bingham for having: this man on this Committee, he answered
back that his state had received considerable advantage by this man be-
ing placed on the Committee to have inside information. His state is
~ a manufacturing state. He meant by this that they had succeeded in
_hiking the rates and saddling them on the other people of the United
States. Nothing was ever done about it. We are now paying the bill
when we buy anything. Our raw products, especially cotton, cotton-
seed, and peanuts, are in competition with world markets without any
protection of tariff. They are selling below the cost of production,
This extra session of Congress also enacted a law creating a Fed-
eral Farm Board and gave it $500,000,000.00. The provision of the
law was-that this $500,000,000.00 could only be spent to aid farmers
through Co-operatives. Co-operatives have organized all over the
~ eountry on the idea that they were necessary for orderly marketing.
Practically all of the cotton brokers now are trying to hold the cotton
except the co-operatives. J received.a letter yesterday, stating that the
Co-operatives had shipped out 14,500 bales of cotton from the Savan-
nah port within the last month to the English mills in England. Some
cotton, isnt it? I am also informed that the mills over the State are
buying cotton from the Co-operatives. I received a letter from a

farmer this morning, stating that he had been trying to sell some of
his cotton to the mi ls, and was told that they could get it cheaper from
the Co-operatives than he was asking. He was only asking the market
quotation. What does this mean? The Co-operatives and the Federal
Farm Board are depressing the price of cotton and making it go down
instead of making it go up. Would you give any more for a nickel
cigar_.as long as you could get it for a nickel? You would not care how
much the cigar clerk cried about hard times.
The.mills will not pay any more for cotton.as long as.it is pushed
on.them at present prices. I hope that some of our Congressmen and
Senators will look into what these Co-ops are doing. They are handling
the Governments money. ae : 5
I get letters every day from people in the State, advising that the
Co-operatives have not paid them the 1 per cent reserve that was taken
out of their cotton for the past five years. My suggestion to all who-
have a reserve fund due them is to write to me and state the amount.
I cannot see any excuse that any business concern can offer for not
paying back money that they took out of your own property as a re--
serve fund. The money never belonged to them. It is not an ordinary
debt. The Federal Farm Board should not advance them one cent
until every penny of money is paid up, or they are put in the hands of
a receiver and have a general house-cleaning from top to bottom. A
petition for receivership has been pending here against the Co-opera-
tives for nearly a year. You did not even see anything about it in the
papers. Why it has not been pushed and tried, I do not know, If all
of the Co-operatives of the South are keeping reserve funds that do
not belong to them, and selling cotton as the Georgia Cotton Growers
Co-operative Association is doing, the quicker that Congress and the
U. S. Senate puts a check on the Federal Farm Board loaning money
to them, the better off this. country wi!l be.
In the meantime, what is the best thing for us old farmers to do?
Move further back into the country. Take care of those old mules.
Buy just as little fertilizer as you can get along with. Plant some-
thing to eat for your family and for your stock. Then, you can plant -
your money crop in cotton, or tobacco, or peanuts, or whatever you
decide your land is best adapted to. Dont try to have too many live-
stock, Remember that a cow eats all day and chews all night. Belong ~~

An Interesting Letter With
Some Valuable Suggestions
This letter was received by Commissioner Talmadge recently
from Mr. Jno. V. Arrendale, Agent for the Willingham-Little
Stone Company, Atlanta, Georgia. Mr. Arrendale in his letter -
strikes at one of the reasons why Georgia farmers are not ex-
periencing the prosperity which they have a right to expect and
we feel that the letter will be of interest to every mani in Geor-
gia who is looking for a solution to Georgia Agricultural prob-
lems,

As Agricultural Agent for the Willingham-Little Stone Company,
Atlanta, Ga., producers of agricultural limestone, I have had an op-
portunity to study the agricultural conditions in fifty-one counties
in Georgia and to see the evils of the one crop system as practiced
in most of this section. Having had thirteen years experience as
a County Agent in a section where cotton is not grown and where
the farmers are forced to produce most of their foods and feeds at
home, I am convinced that a Live-at-Home Campaign needs to be
started in Georgia and rapidly pushed. oe
A campaign of this kind should aid in carrying on the plans
now being made by the Committee of the Georgia Bankers Asso-
ciation, cooperating with the Extension Service of the Georgia State
College of Agriculture, to assist the farmers of the State to get away
from the evils of the-one, crop system and thereby better their liv-
ing conditions. :
To broaden and extend what is already being done, I suggest
that an effort be made to get the State Department of Agriculture,
the Georgia State College of Agriculture, the State Department of
Education, the County Agents and Home Demonstration Agents, the
Vocational and Home Economics teachers, the Bankers Association,
Georgia State Chamber of Commerce, the daily and weekly papers,
the farm papers, the Railway Agricultural Agents, Power Company
Representatives, the civic clubs, chambers of commerce and Boards
of Trade and the radio broadcasting stations to cooperate in show-
ing, so far as possible, every man, woman and child, both white and
colored, the importance of a Live-at-Home program for the farm-
ers of Georgia.
I hope to see the happy day when the Georgia farmer grows a
few acres of cotton at a profit and uses the rest of his cultivated
land to produce fruits and vegetables, poultry and eggs, milk and
putter, meat and bread, grain and forage for home use, and a sale-
able surplus for a year-round cash income. Then, and not until
then, will King Cotton cease to be a tyrant and the men, women
and children on the farms have the necessary money to provide the
comforts they deserve and stop sending so much money out of the
State for what can be produced at home.
Most farmers and business men will be surprised to know that
it is estimated that $100,000,000.00. of farm products are shipped into
Georgia each year and that a total of 2,808 cars of apples, pears,
cantaloupes, strawberries, cabbages, lettuce, onions, Irish potatoes
and tomatoes were unloaded in Atlanta during 1929-1930. Of this |
number only 283 cars were shipped from Georgia points.

Iam unable to find any authentic records on th amount of
meat, lard, butter and cheese which was shipped out of Georgia in
1929, but the State Veterinarians records for 1929 show that 102,-

ber of horses, mules, sheep, hogs, dairy cattle and beef cattle ship-
ped to Georgia each year.

responsibilities and opportunities and arrange for a meeting of the
heads of the organizations that should be concerned to plan a Live-
at-Home Campaign, and to ask the Governor to issue a -Proclama-
tion setting aside, early next year, a week to be observed by the
people, both old and youne, as Live-at-Home Week when meetings
can be held by schools and other organizations to point the way.
