THE PAST WEEK'S EVENTS
. Last week I began to receive letters and telegrams from all over
the tobacco section of the State complaining about the prices that
were being paid for tobacco. The average price paid for tobacco
at the different markets in Georgia last week, which was the first
_ week the markets were open, was not twelve cents but it averaged
- 10.58 cents per pound. Last year the average price paid at these
markets during this first weeks sales was 19.58 cents per pound.
_ A loss to Georgia in that one week amounting to $1,985,490.66.
Several of the Congressmen and the tWo Senators from Georgia
interested themselves in the situation and took the matter up with
_ the Federal Farm Board. I also wired the Federal Farm Board and
tendered the services of the State Bureau of Markets in the matter
of assembling and grading the tobacco or in any way the Federal
Farm Board would suggest. The Chamber of Commerce of Savan-.
nah also tendered their services to the Federal Farm Board.
They have organized a Farmers Cooperative Association at
Savannah. I thought that this Association, with headquarters at
Savannah could supply the link as the Tobacco Cooperative Associa-
-tion, which is necessary in order to deal with the Federal Farm
The agents of the Federal Farm Board, however, stated
that the Association at Savannah was not organized in accofdance
-with the law, and would not cover the tobacco situation. They also
stated that they could not act in conjunction with the Bureau of
Markets in assembling and advancing money on tobacco. They
stated that it was absolutely necessary, under the law, to have a
~~ COOPERATIVE TOBACCO ASSOCIATION | and a charter under
the Capper-Volstead Act.

_ the tobacco warehouse at Vidalia. I followed the procession around
_ while the tobacco was being sold. I did not understand a word that
was being said. The auctioneer had a droll that sounded like some-
body picking a banjo, who could not quite carry the tune. They
kept walking around all the while by the piles with a chant that
sounded something like this hep-a-lep-per-tep-see si-so-sum. The
buyers were following this doleful chant. It was a funeral march
all right to the farmers that were giving away their stuff below
I stopp a by
_ the cost of production.
I talked with some of the warehousemen on the feasibility of
closing the warehouses. Of course they stated that this would not
do. They also stated that if they closed their warehouses the to-
_ baceo buyers would jeeve and would nok come back because they
followed a schedule and would have to go on to South and North
Carolina, Kentucky, -etc.
A great deal of tobacco sold as low as two cents a pound. It
was poor tobacco but it was worth more than this as fertilizer. To-
bacco contains a high percentage of potash.
Only two piles sold at any thing like attractive prices. One
pile sold for 25 cents and another for 26 cents. Some more piles
that came out of the same barn that were cured at the same time
sold for 16 cents. I could net tell any difference between these
high grades. I do not believe there is any difference when they are
ground up into cigarette tobacco.
The only suggestion that I can make to youis to be more par-
ticular in curing and grading your tobacco. Do not carry it to the
market at present prices. Store it at home until the price picks up.
- If the price does not pick up, load it on a truck and carry it to the
markets in South and North Carolina when they open. The tobacco
crop in Kentucky, Tennessee, Virginia and Eastern North Carolina
is short on account of the excessive drouth. We have no more car-
ry-over this year than we had last year or the year before. They
have good roads into the tobacco markets of the adjoining states.
A big truck can carry lots of tobacco. Do not give your tobacco
away at the present prices. The buyers are taking advantage of
depressed conditions. Do not gather and cure the tobacco that you
know is naturally sorry. Leave it in the fields, it wont pay for the
eee of curing and grading.
The Southern Commissioners of Agriculture, from all the cotton
rowan States, are to meetin Atlanta next Monday, August 11th,
at 10:00 oclock. We are expecting the Commissioners from each
of the cotton States to be here and we are hoping to devise some
plan that will raise the price of tobacco and cotton.
My own plan is for the bankers of the South to step into the
breach with us. When I say bankers of the South, I do not mean
the little bankers, they have as big a load already as they can carry,
I mean the: big ducks.
Another suggestion I want to make is to buy cotton sheets this
fall instead of jute. Yesterday at Vidalia they were using jute
sheets to wrap all of the tobacco in. They should have used: cotton.
It is about the time of year for the fertilizer manufacturers to
be giving orders for their sacks. Mr. Fertilizer Manufacturer order
cotton sacks. Jute producers in India do not buy anything from
