Twelve Cents For Cotton and Twelve Cents For Tobacco





* Tomorrow I am to speak before the Georgia Agricultural So-

ciety at Cairo, Georgia, on the possibility of the bankers of the cot-
ton-growing states stabilizing the price of cotton. Look at the
above figures! Twelve cents per pound for cotton, and twelve cents
per pound, on the average, for tobacco. Dont you know that the
-farmers of the South cannot make cotton for any such figure as
twelve cents? Dont you know that the farmers of Georgia, or any
of the Southern states, cannot grow and cure tobacco for twelve

a good crop of tobacco and cotton in Georgia. The farmer has done

dren have been driven in the cold and heat. It stunted their bodies
and their minds.

the warehousemen; it helps the cotton buyer; it helps the tobacco

around the railroads loading it. In fact, a good big crop means

about as much money to the people who help handle the crop, re-
-gardless of what price the crop brings; but the poor. farmer who
has to make it, and sell it below the cost of production, is hurt and
broke, and a lot of times pointed at as being dishonest because he
eannot pay his obligations. Of course, he cannot pay his obligations
if he has to sell his stuff for less than it costs to make it,

bankers of Georgia on the possibility of the bankers of the South
coming together and putting a loan value on cotton that equals the
cost of production. It is poor business if they dont do it. It is
poor business for their banks if they dont do it. If this crop of
cotton and tobacco is given away in Georgia, some more of the big
financial institutions are going to crack. Some of our big financial
institutions are heavily indebted to our biggest banks. What is true
in Georgia is true in every one of the cotton growing states in the

- The big banks can organize and put a minimum loan value on
cotton that equals the cost of production, and save the situation. In
1914, Asa Candler built a great warehouse in Atlanta and announced
to the world that he would advance six cents per pound on one
million bales of cotton. Asa Candler didnot get but twenty-five ~
hundred bales on this announcement. Cotton immediately jumped
to seven and one-half cents per pound. It went from there on up.

If the bankers of the South were to set a minimum price of
sixteen cents per pound on cotton, announce to the world that they
had sixteen cents to loan on every bale of cotton that was put in a
bonded warehouse, the price would go to sixteen cents per pound
and-over in less than a week. Sixteen cents is not the cost of pro-
duction on cotton in the United States. It is over this amount. lam _
using sixteen cents as a safe loan value for our bankers. Less than

the cost of production to the farmer means that his roofs on his_

houses will leak; his fences will rot down; his fields will not be
properly terraced. Is not this destruction of property?

We have co-operative cotton associations in most all of the Sou-
thern states. If the Federal Farm Board would put an injunction

on the co-operative associations, that they had to hold-the cotton

when they advanced a loan on it, it would help the price. As long

as the Federal Farm Board advances money to the cotton co-oper- :

ative associations, and allows them to sell the spot cotton to the
mills, and gamble on the future market, the price will not be helped.

' Chairman Legge announced at Milledgeville last spring that this had

been the custom of most of the cotton co-operative associations. He
also announced that the Federal Farm Board approved such a cus- |
tom. .I wonder if they have been sending their wheat direct to the
mills that they have been buying, and playing on the future market,

If they have, no wonder their activities have proved unsuccessful in :

trying to help the price of wheat. oN
Bankers are hard-headed business men. We must get away

from hysteria and foolishness. We cannot afford to give away this
years cotton crop. The big banks of the cotton growing states can
advance sixteen cents per pound on it. It is the safest collateral |
that they could have on earth, and if they dont do it, they are going
to see the day that they will regret. If there-was an invading army
coming into America to destroy a great deal-of our: property, car
bankers would be among the first to go to any kind of Sacrifice of |
money, time, and blood, and say Lets stop them! Our property
is being destroyed when our farm products sell for less than the
