_ GEORGIA FARMER WINS
HIGHEST AWARD IN.
NATIONAL COTTON SHOW
To Georgia and to J. V. Cochran of
_ Marietta goes the honor of winning
<-fix8t place and total prize awards of
$1,000 in the first judging of the Na-.
tional Cotton Show at the Texas State
_ Fair at Dallas, sponsored by The Na-
~ tional Fertilizer Association and Sears-
: Roebuck Agricultural Foundation, co-
- Tenn., and the Southwestern cham-
She
; operating.
The stalk entered by Cochran, who
won southeastern honors last year as.
_ Well as this year at the Southeastern
Fair at Atlanta, won from the cham-
pion stalk of the Mid-South, entered
by Kearney Brothers, Money, Miss.,
at the Mid-South Fair at. Memphis,
pion, entered by Lum McClain of Apple
Springs.
at the Dallas Fair.
The winning stalk had* exactly 300
bolls when taken from the cotton field
near Marietta, Ga., to compete for
national honors. It was grown from
seed taken from last years champion
_ Southeastern stalk, which was grown
in the same field, under. much the
- same conditions as this years national
champion. =.
_ Mr. Cochran estimates that the stalk
carried more than seven pounds of

cated in the average number of stalks

SALIENT | F EATURES OF THE NEW
F ERTILIZER LAW. ?
{
AS it will not be long until farmers will be thinking of buying fer-
tilizer and fertilizer material s for next year, we give below the princi-
pal changes in the iaw. ped aS
The law approved August 24, 1929, to be effective Jan. 1, 1930, was
passed as an enargement upon the existing laws and did not repeal
any part of the old law except those Sections which were in direct con-
flict.
FIRST: The brand will not be stated in ammonia and nitrogen.
Heretofore an 8-4-4 indicated 8 per cent available phosphoric acid,
4 per cent ammonia and 4 per cent potash: The 4 per cent ammonia,
- however, equalled only 3.29 per cent nitrogen and the guarantee was
made on that basis. This will be shown as an 8-3, 29-4 in the future
SECOND: Nitrogen, which is by far the most costly of the three
- plant foods, is derived from two sources: Organic, Such as cotton seed
meal, animal tankage and blood, and Inorganic, such as suphate of
- Ammonia, Nitrate of Soda, Urea, and Cyanamid. For all practical pur-
poses, the inorganic nitrogen may be cassified as wholly water soluble =
Organic nitrogen must decompose before be-
- coming available, as plant food, and is therefore more slowly available.
Organic nitrogen costs much more per unit than inorganic. A proper-
ly balanced fertilizer in most cases has nitrogen derived from both
sources, The new law provides that the_ percentage of organic and in-
organic nitrogen must be shown.
sg
THIRD: The amount and source of tiller used in each bag will -
be shown.
FOURTH: If analysis by the State Chemist shows e lot of fertilizer
to be short as much as 10 per cent in any one of the three plant foods:
viz., available phosphoric acid, nitrogen or potash it is enpieeted to a
penalty of 25 per cent of the purchase price.
Likewise, if it is short in commercial value 5 ber cent or more it is
subject to a penalty of 25 per cent of the purchase price, p: us the actual
shortage. These penalties are not cumulative:
FIFTH: A penalty of 10 per cent of the purchase price of the fer-
tilizer is provided when the water soluble nitrogen exceeds the guaran- _
tee by 10 per cent or more.
SIXTH:
facturer refused to make settlement on penalty, the consumer had to
enter suit to collect the pena'ty. The cost of such proceedings often
amounted to more than the amount involved. Under the provisions of
the new law, if settlement is not made within sixty days from date
deficiency report is mailed out, the Commissioner of Agriculture is em-
_ powered to. proceed with collection without cost to the consumer.
: SEVENTH: Most samples will be taken at factories (after cars
are ready to seal for shipment) and at points of entry into the State.
It is a great economic waste to send an inspector to take a sample from
a small number of bags when a sample drawn from a carload would cov-
er the entire lot and be a more representative sample. It costs the same
to analyze a sample regardless of the number of bags represented.
FIGHTH: All dealers in fertilizer must pay a fee of a 00 and be
licensed by the Commissioner of Agriculture.
The new: laws and rulings are availabe in pamphlet form to those
interested.

-FERERAL FARM BOARD WOULD
BOOST COTTON. PRICE
_ Washington, Oct. 21 (AP).The |
Federal Farm board announced today
it would lend to cotton co-operatives
sums sufficient to bring the total
amount borrowed from all sources by
such associations to 16 cents per pound
on graded and classed cotton, and dis-
cosed simultaneously that it {s pre-
paring to take similar action on wheat.
under a plan to be revealed later.
The board said ten designated south-
ern spot markets would be used sar
classification of the loans.
The loan per pound will: be approx-
markets:
Norfolk, Va., 16. 54 cents; Augusta,
Ga., 16.35; Savannah, 16.28; Mont-
goniery, Ala., 15.64; New Orleans, 16.59
Memphis, 15.39; Little Rock, Ark.,
15.41; Dallas, Texas, 15.34; Houston,
NRA
ther which,
Texas, 16.19; Galveston, Texas, 16.39.
At all other concentration points
loans will be made on the same basis
| with proper adjustments on account
of freight and other expenses.
. Text of Statement
- The text of the farm boards state-
ment in part follows:
- The. federal. farm board believes
that the present prevailing prices for
cotton are too low. The total supply.
of American cotton is less than last
year, consumption continues at
wor'd rate equal to. that of last year,
unfilled orders and actual sales of cot- |.
ton goods are more and stocks are
smaller than last year, yet the price
of the raw product is less. The board
believes that this unsatisfactory. price
level is chiefly due to open fall wea-
in most of the southern
states, has led to exceptionally rapid
marketing by producers in amounts
much greater than the markets of
the world can temporarily absorb.
This, in turn, has led. to lack of .con-
