SALIENT | F EATURES OF THE NEW F ERTILIZER LAW. ? { AS it will not be long until farmers will be thinking of buying fer- tilizer and fertilizer material s for next year, we give below the princi- pal changes in the iaw. ped aS The law approved August 24, 1929, to be effective Jan. 1, 1930, was passed as an enargement upon the existing laws and did not repeal any part of the old law except those Sections which were in direct con- flict. FIRST: The brand will not be stated in ammonia and nitrogen. Heretofore an 8-4-4 indicated 8 per cent available phosphoric acid, 4 per cent ammonia and 4 per cent potash: The 4 per cent ammonia, - however, equalled only 3.29 per cent nitrogen and the guarantee was made on that basis. This will be shown as an 8-3, 29-4 in the future SECOND: Nitrogen, which is by far the most costly of the three - plant foods, is derived from two sources: Organic, Such as cotton seed meal, animal tankage and blood, and Inorganic, such as suphate of - Ammonia, Nitrate of Soda, Urea, and Cyanamid. For all practical pur- poses, the inorganic nitrogen may be cassified as wholly water soluble = Organic nitrogen must decompose before be- - coming available, as plant food, and is therefore more slowly available. Organic nitrogen costs much more per unit than inorganic. A proper- ly balanced fertilizer in most cases has nitrogen derived from both sources, The new law provides that the_ percentage of organic and in- organic nitrogen must be shown. sg THIRD: The amount and source of tiller used in each bag will - be shown. FOURTH: If analysis by the State Chemist shows e lot of fertilizer to be short as much as 10 per cent in any one of the three plant foods: viz., available phosphoric acid, nitrogen or potash it is enpieeted to a penalty of 25 per cent of the purchase price. Likewise, if it is short in commercial value 5 ber cent or more it is subject to a penalty of 25 per cent of the purchase price, p: us the actual shortage. These penalties are not cumulative: FIFTH: A penalty of 10 per cent of the purchase price of the fer- tilizer is provided when the water soluble nitrogen exceeds the guaran- _ tee by 10 per cent or more. SIXTH: facturer refused to make settlement on penalty, the consumer had to enter suit to collect the pena'ty. The cost of such proceedings often amounted to more than the amount involved. Under the provisions of the new law, if settlement is not made within sixty days from date deficiency report is mailed out, the Commissioner of Agriculture is em- _ powered to. proceed with collection without cost to the consumer. : SEVENTH: Most samples will be taken at factories (after cars are ready to seal for shipment) and at points of entry into the State. It is a great economic waste to send an inspector to take a sample from a small number of bags when a sample drawn from a carload would cov- er the entire lot and be a more representative sample. It costs the same to analyze a sample regardless of the number of bags represented. FIGHTH: All dealers in fertilizer must pay a fee of a 00 and be licensed by the Commissioner of Agriculture.
