COTTONSEED RESOLUTIONS ADOPTED AT MEMPHIS,
TENN., BY THE CONVENTION OF COMMISSIONERS OF
THE COTTON GROWING STATES. 7

The Commissioners of Agriculture from the cotton growing states,
convening at Memphis this week, adopted a number of resolutions of
value to the farmers of Georgia. Among them are the following res-
olutions relating to cottonseed and cottonseed meal.

Commissioner Talmadge of Georgia was named chairman of. the
Resolutions Committee.

Whereas, on July 24, 1928 a conference of the Cottonseeq Crushers ~

was held in Memphis, Tenn., with a representative of the Federai
Trade Commission and at this conference a certain code of ethics
_was adopted by a large group of Cottonseed Crushers from the entire
United States. , ; ;
Prior to the adoption of this trade practice or code of ethics
the oil mills bid against each other for seed, and the prices reflected
this bidding: Since the adoption of this code of ethics in the Sou-
thern States, the prices for seed have been identical in the separate
states, varying however, one state from another. >
Last week, oil mills in Columbus, Georgia, were offering $30.00 per
ton in carload lots for seed from Georgia. The same mills were. of-
fering $33.00 per ton in carload lots for Alabama seed on the same

day. The price of wagon seed in Georgia last week was $28.00 per ton. ~

All the information we have before us shows that the mills in
the separate states have the same price for seed in that, state.

The code of ethics also condemns the swapping of cottonseed
meal for cottonseed. Since the adoption; of this code of ethics by
the Federal Trade Commission, the /exchange of cottonseed for meal
has been discontinued by all cottonseed oil mills. When this code
of ethics was pending before the Federal Trade Commission, the
Hon. Sam Dunwoody, former commissioner of Agriculture of Alabama,
and commissioner Eugene Talmadge of Georgia filed a protest against
the adoption of this code of ethics. This protest pointed out that
the agreement had a tendency to lower the price of cottonseeq and
at the same time to enhance the price of the manufactured product.
This protest was filed in September 1928. 5

The code of ethics referred to in the protest has had exactly the

effect that was pointed out in the protest filed with the Federal Trade

commission. Today the farmers are getting from $28.00 to $33.00 per
ton for cottonseed while the manufactured articles from cottonseed
are quoted on the market from $46.00 to $47.00 per ton in wholesale
lots; the retail price being still higher for the manufactureq products.

- It has also been submitted to this body that on;:August 19, 1929,
Hon. Eugene Talmadge of Georgia wrote the Federal Trade Commiss-
ion at Washington, D. C., requesting that body to investigate the code
of ethics or agreement that the cottonseed crushers were operating
under, and which has been adopted by the Federal Trade Commission.

It is further submitted to this boay that no reply has been received
by Mr. Talmadge to his letter. *

Therefore, be it resolved by the commissioners of Agriculture of
the cotton growing states assembled in convention in Memphis today:

First, we hereby petition the Federal Trade Commission to inves-
tigate the activities of the cottonseed crushers under the code of

_ ethics adopted_by the Crushers at Memphis, July 24, 1928 and ap-

proved by the Federal Trade Commission.

Second, we hereby petition the Federal Trade Commission to el-
iminate from the said Code of ethics its prohibition of exchanging
cottonseed meal for cottonseed. ete

Third, we advocate to the farmers that they hold their seed and
pool them in carload lots, where it is wished to sell the seed immed-
iately on pooling the seed in carload lots. (It will cause the different
oil mills to bid against each other for the seed. The mill nearest the
carload of seeq would be enabled to make the highest bid as the
freight haul would be the cheapest. This, to our mind, is the fairest
kind of trade practice.) ee :

Be it further resolved that a copy of these resolutions be forward-
ed to the Federal Trade Commission at Washington, D. C., and given
to the various representatives of.the press. :

few weeks that poultry cars are being operated in various counties
of the state without the consent or approval of the County , Agents
or this Department. !

It has required quite a lot of time, to say nothing of the work,

to establish the poultry runs that: are being handled by the County
Agents and the Bureau of Markets. Through these co-operative sales

Georgia poultry during the past winter and spring sold at a higher

price than any other state in the Southeast. For the first six months
of this year these sales brought the Georgia farmer $793,407.22. It

is an accepted fact that these co-operative sales increased the price

of poultry from 3c to 5c per pound. Every Round of this peulry was
sold to the highest bidder.

If you assist or patronize these piivately conducted salons, you

are assisting in tearing down the poultry sdsiinesd in this state.
When you detroy competition, you naturally lower the price.
let me ask every farmer, every County Agent, every Banker and bus-
iness man, in chor, everyone interested in assisting the farmer, not

The Sweet Potato
Situation



The U. S. Department of Agriculture has released under date of
September 12 an estimate of the 1929 sweet potato crop in Georgia
-of 9,839,000 bushels against a yield for 1928 of 10,234,000. The esti-
mate for the United States is 75,198,000 bushels as compared with
a yield for 1928 of 177, 661, 000 bushels. The total movement in the

United States on all varieties of sweet potatoes is from 175 to} 200 ~

cars per day. They are moving from California, Delaware, Georgia,
Louisiana, Maryland, Tennessee, North Carolina, and Virginia. The
Eastern markets are being more than well supplied by Virginia, as
this state alone is moving from 125 to 150 cars per day.

- If we will hold our Georgia potatoes off the market a while, we
ean expe a better price later.

New York is accun Virginia yellow varieties at $2.50 to $3.00
per barrel. Baltimore {fs quoting yellow varieties in barrels at $2.50
to $2.75. Pittsburgh is quoting $3.25 to $3.50 per barrel. These prices
are delivered, and a barrel contains about three bushels.

The opinion of our Fastern connections _is that the market will
improve within. the next three or four weeks. It is exceedingly dif-
ficult to place Georgia Porto Ricans in some of the Eastern and
Middle Western markets. The best selling varieties of sweet pota-
toes notth of the Mason-Dixon Line are the Big-Stem Jersey and
the Nancy Hall. The Eastern Trade is more exacting regarding the
grade, pack, and king of container than our Southern markets.

If you expect to grow sweet potatoes in a commercial way, would
suggest that you pack in leeway hampers, Grade well, and if pee
ship under a labelled trade name. J
