in its program is a Better Market Bulletin in the service or
the farming people. There has not, in the few hours interven-
ing between my induction into office and the date for publi-
- eation of The Bulletin, been time to prepare the material
for) The Bulletin as it will be published hereafter. For this
issue, therefore, only the necessary announcements are being

believes will be of much greater service and benefit to the

on the number of copies of The Bulletin printed, at so much
per thousand. The expense of printing and mailing comes out

reader who properly should receive the publication, at the

The citizens of the state, and those who are interested in
the proper distribution of farm produce of Georgia, are entitl-
ed to the publication, and there is no desire to eliminate from

the mailing list any person who desires the publication, but

rather the purpose is to purge the list of any copies now be-

ing mailed which do not serve a proper purpose. For that

reason the Department asks, if you think enough of The Bul-

letin to want it to continue coming to you, the blank publish-

ed in this issue be promptly signed by yourand mailed to the

Director of the Bureau of Markets. If no request is received |
from you by the end of three weeks, all such names will be

dropped thereafter and the publication will then be sent only

to a list of bona fide readers of The Bulletin who are inter-

ested jn the work and want it., Any person not now receiv-

ing The Bulletin, who desires it, it asked to fill in one of the .
blanks, or write a request to the Department, ane the name

It is the desire of the State Baran of Markets to be of the
best possible service to the farmers of Georgia. Its function |
is to aid in marketing the farm produce of this state. and to
find the place where it can best be marketed. This purpose
can best: be. served by frank contact.

A short time will be required to get the routine and details
in hand. In the meantime, the thereafter, the people of the
state are asked to confer, by correspondence or otherwise,
with the Director of the Bureau of Markets on any subject
pertaining to farm produce and its marketing, both buying

I further recommend that a report on the analyses of all fertili-
zer forwarded to the Department of Agriculture be given in tripli-
cate to the purchaser of the fertilizer, to the inspector and to the
seller within 30 days from date of inspection. I further recommend
that when the analyses show a deficiency of ten per cent. in any one
of the ingredients of plant food, or five per cent. of the whole, that
the entire purchase price of the fertilizer be forfeited to the pur-

DEPARTMENT OF ENTOMOLOGY

I recommend that all of the present laws creating and maintain-
ing a Board of Entomology, with its various experimental stations,
I further recommend that there be crea-
ted within the Department of Agriculture a department of ento-
mology solely for regulatory work. I recommend that no research

or experimental work be done by this division of the Department of _

Agriculture. I further recommend that $30,000 is an ample appro-

priation for this work. The present cost of the Department of. En-

tomology is $73,000 a year. A saving of $43,000 a year.
DEPARTMENT OF VETERINARY SURGERY

I recommend that the law in reference to this department be so

revised that the term of office of the state veterinarian expires

each fiscal year. I recommend that this department do only regu-
latory work under the direct supervision of the Commissioner of
Agriculture. I further recommend that $30,000 a year is an ample

appropriation for the maintenance of this branch of the work of the .

Department of Agriculture.

I am of the opinion that the Department of Agriculture should not
do any experimental or research work, and wherever this exists in
the department or its sub-divisions, it should be eliminated. There
are two ways in which this department can aid the state, in which
I am of the opinion it has the sole prerogative. One is regulatory
work; the other is aiding the farmers of Georgia in marketing.

THE STATE MARKET BUREAU

I hereby recommend that all inspectors, clerks and attaches of

the Department of Agriculture, and all of its sub-departments, be
placed under the immediate jurisdiction of the Commissioner of
Agriculture, subject to his dismissal without cause.

I especially recommend that the laws governin:: the tenure of
office of State House officials be so amended that the term of office
of the Commissioner of Agriculture of the State shall begin January |
first following his election. I make this recommendation with the
full knowledge and consent that six months will be deducted from
my term of two years in order for such legislation to be made ef-
fective. 2

These recommendations are inspired with the single motive of

serving the people of Georgia who are looking for and expecting
nothing from their government, but a square deal.
