- The Clifford Baldowski cartoon depicts two scenes. In the first, a man labeled "Georgia" is holding the reins to two horses, "Rural communities" and "Big cities," that are going in opposite directions. In the second scene, the horses are side by side, headed in the same direction. Senator Herman Talmadge is handing the reigns to the man and to Mayor Allen, who is standing behind him. Talmadge is also placing the man's hat on Allen's head.
