Description:
By 1939, Dr. Powell had been president of GSWC for 22 years. The new Board of Regents system, established in 1931, was changing higher education in Georgia. The growing Depression was also having an impact. In 1933, as GSWC faced teh loss of 25% of its operating budget, the Regents transformed it into a liberal arts college and advised Powell to close the training school, established in 1913, and very popular with local residents.
