Nell Yates, Treasurer, reports that our balance in the bank is currently $967.00
Membership in the Carroll County Genealogical Society is open to all persons who
have an interest in genealogy. Dues are on a calendar year basis (Jan.-Dec.).
Dues are $10.00 per year per individual, or $12.50 per year per family. This
publication is included at no extra cost in membership dues, with one copy per
family. Extra copies and back issues are available at $3.00 each. These may be
obtained from Nell Yates, 818 Tyus Road, Bowdon, Ga. 30108. This society does
not assume responsibility for errors of fact or opinion which may appear in the
articles furnished by its members. We will gladly correct any errors brought to
our attention. Published by the Carroll County Genealogical Society, a non-profit
organization. Meetings each fourth Thursday, Carroll E.M.C. at 7:30 p.m.

THE PRESIDENT'S LETTER
Dear Members:
Our society has gotten off to a busy start this year. We are all pleased
at our growth and our society is very fortunate to have dedicated members who
work so hard gathering information for our publication. However, we do want all
of our members to share information and ideas with us! There is still so much
information to be gathered in Carroll County—wills, deeds, cemeteries, church
records, etc. We need for everyone to take an interest in compiling this material.
I feel that preserving and making available material that will help others trace
their ancestors in Carroll County should be a major goal of our society.
We are indebted to Mrs. Clarice Cox and Mrs. Nell Yates for their tireless
efforts in compiling the 1850 Census of Carroll County. This census, as probably
you know, is a most valuable one in that it gives the name, age, and sex of each
person in a household—including the children. Also, many times, even grandparents
resided in a household in their later years and their place of birth is given in
this particular census. The 1850 Carroll County Census is now in the process of
being published (with index) and will' 'tie avaiTabTe 'by "the end of March 1981. This
publication, although sponsored by the Carroll County Genealogical Society, will
not be mailed out in the form of a quarterly. Too many people were too eager to
Have this census record without waiting well over a year for it to be published
in bits and pieces! So, it will be complete in one book form and will be sold for
$8.00 per book. The proceeds from the sale of this census will be used by our
society for purchasing more genealogical books for our library and also for help¬
ing to finance future publication projects. ."For those who are interested in this
census, an order blank is provided at the end of this quarterly. Please order
early as only a limited number of these will be printed!
Also, I want to encourage each member to participate in our upcoming project
for the year, which will be to compile all the cemetery records of Carroll County.
We will divide up the county into six areas, each area having a chairman in charge
to report to. Evylan Morrow and Mary Reeves will be Co-Chairmen in supervision of
the project-at-large. The Carroll County Historical Society has done some work on
cemetery research in the past and they have most graciously offered to share with
us all of their information to date. With the pretty Spring weather approaching,
I hope that we can all get out and dust off a few tombstones! Ask all your friends
if they know of an old cemetery—perhaps forgotten back in the woods somewhere. We
will make a real effort to locate all of them.
I appreciate each officer that I will be serving with this year and they have
already shown their willingness to work in so many ways. I also want to say a big
thank-you to Jan Bell for all the work she does on our quarterly as editor. And,
last but surely not least, I want to say that I really do appreciate all of the
help that Mrs. Cox has given to me in learning seme of the new duties I will have
as President. It will be hard to serve as well as Mrs. Cox did! I know that all of
us will join in thanking Mrs. Cox, Mrs. Word, Mrs. Ivey, and Mr. Poster for a job
well done as our officers last year. And now, looking to the year ahead—I hope
to hear from each and every one of you so that I can know of your needs and interests
and the ways in which our society can best serve our corrmunity and those people who
are researching ancestors here. Wishing you a productive year!

EARLY SETTLERS OF TOE THIRD DISTRICT
AT COUNTY LINE, CARROLL COUNTY, GA. 1296 MILITIA DISTRICT
County Line Oonmunity in the eastern part of Carroll County, lying along the
Chatthoochee River, was one of the earliest areas settled. The rich river bottoms,
as well as several creeks, attracted settlers even before the county was created,
with pioneers moving in among the Creek Indians. This part of the county became
the Third District, later known as County Line District, and the capitol was at
Lickskillet. Some time before the Civil War, the name was changed to County Line
and Justice Courts began to be held.
In 1830, County Line Baptist Church was established, and it later became the
Primitive Baptist Church. It is not known when the change occurred, but the minutes
of the church in 1878 are recorded under the new name. The church held its first
conference July 24, 1830 and in 1833, the church building was erected on land
belonging to Mr. Wise. This consisted of two acres on Land Lot 65. In 1850, the
church granted a request to build a school on its grounds and it became known as
the County Line School. Classes were held there until sane time in the early 1920's.
This building was two stories high and the upper floor was used as the Masonic
Lodge Hall (County Line Masonic Lodge No. 159).
Some of the pioneers of the County Line area were: Major Stephen Neal, son
of John Neal; William Word; Hiram Embry; M.D. Watkins; Wesley Camp; F. M. Camp;
John Bryant; W. B. Richards; Perry Richards; William Vines; Gaines Barrow; James
Head; Henry Head; Frank Morris; Benjamin Durrette; Benjamin Lassetter; Lindsey
Holland; Joseph Hutcheson; and many others.
A unique feature of this catmunity is that .in a little less than fifty years,
it was located in three different counties, due to the changing boundary lines.

Quarterly, Spring 1980). County Line was first in Carroll 'county “(created ’1827)'
and then in Campbell County (created 20 December 1828). In 1870, Douglas County
was created and the area was incorporated into this county. In 1872, the Douglas
County Line was moved and once again this area was back in Carroll County.
During the Civil War, the County Line Comminity was located in Campbell County.
A company was formed known as The Chattahoochee Volunteers, Company K, 30th Ga.
Infantry. A partial list of men who served in this company are as follows:

The Five Notch Road runs through the County Line area and it was formerly
known as The Five Notch Indian Trail, which followed the Chattahoochee River. There
were several ferries on the river in the Third District: Hutcheson's Ferry,
formerly Phillips' Ferry, Jones' Ferry, Smiths' Ferry, and probably more.

The churches in the County Line area were Rock Springs M.E. Church and
School (built by Joe Hutcheson) and Mt. Avery M.E. Church.
My great-grandfather, Wesley Camp, came to this area in 1824 and settled
here before Carroll County was created. Since that time, there has been a direct
descendant of mine in the Third District—including my children and grandchildren—
for over a span of 155 years.

Nine militia districts as described above were laid out August 12, 1830. The
western half of the county made up the First Battalion. The eastern half made
up the Second Battalion, Together, they formed the 74th Regiment of the Ga.

The following is an extract of the 1842 Tax Digest of the 8th District,
653rd Georgia Militia, Carroll County, Georgia. Even though the County of
Carroll was established in 1826-27, this is one of the earliest tax digests
found. The Carroll County Genealogical Society is hopeful that, in the future,
The Georgia Department of Archives and History will restore and microfilm this
volume. The original volume gives a more detailed description of taxes paid by
Carroll County residents. Other volumes of tax digests for Carroll County are
available on microfilm in the Georgia Archives for research.

SKETCH OF THE BARNWELL FAMILY
Robert M. Barnwell, Sr. was born ca. 1760 in Bucks Co., Pennsylvania. He
enlisted as a Revolutionary soldier in York Co., South Carolina. He went from
Virginia to North Carolina, settling in Hall County, Ga. ca, 1790-92. His children
were: Robert M. Barnwell, Jr., William, David, Charissa, Nancy, Jane, and Mary.
David Barnwell's children were: William, H.A., N., and Thomas J. There
may be others. William was married on 21 December 1843 to Mariah Rainwater in
Carroll County, Ga. His father, David, had moved from Hall County to Carroll
County sometime between 1820 and 1830. David and William Barnwell moved to Benton
County, Alabama (now Calhoun County) before 1850.

his family lines and had an expeAience something like this. He knew that Thomas
and PAancis BuAnham weAe living in Walton Co., Ga. ca. 1822, but AecoAds seemed
to show that Thomas', wife's name was LoAancy. This was puzzling AeseaAcheAS all
the way (5Aom GeoAgia to Texas—who was this mysteAious LoAancy? He says he went
to bed.that night thinking haAd about it and woke up about 5 a.m. with the thought--
"Who evoA heaAd o\5 a name LoAancy?" He got up and wAote down the name "Lo-Aanc-y."
He then WAote the name "FAances" in the old style. In the old way 0{5 letteAing,
a capital "F" looks like an "L." And "as" looks like "y". Was this FAances wAitten
in the old style? He WAote to anotheA AeseaAcheA about this and suAe enough he
Aeceived this Aeply, " The old AecoAds 7 have seen faom Pulaski Co., Ga. Aead like

The Carroll County Genealogical Society is most pleased to announce the publication
of the 1850 Carroll County Census! This book has been put together after much long,
and painstaking research by our members, Clarice Cox, C. G. R. S., and Nell Yates.
Now that they have dinmed their eyesight on the microfilm reader, we will no longer
have to ourselves! This particular census is an invaluable one for genealogists
because all members of a household are named, age & sex given, and also place of

This is not a hard-bound book, but is similar in appearance to our quarterly. It

Society for the calendar year January-December 1981. Dues are $10.00 per year
for a single membership; and the cost of a family membership is $12,50. Four
quarterlies are published per year and are mailed out at no extra cost to members.
(Only one quarterly per family). Separate copies of the quarterlies may be
purchased at $3,00 each. For members, queries in our publication are free. The
Carroll County Genealogical Society holds its meetings on the fourth Thursday of
each month at 7:30 p.m. at the Carroll E.M.C. Building on Dixie Street in Carrollton,
