- In this WSB-TV newsfilm clip from February 2, 1968, Georgia state representative Joseph Sterling Higginbotham discusses the practice of paying contingency expense compensation, plus actual expenses, to state employees, probably at the State Capitol in Atlanta, Georgia.
In the clip, Rep. Higginbotham says, "Well, a number of years ago, the governor wanted to give a few of the department heads and state officials a salary increase, and the General Assembly didn't go along with it, I understand. So the Attorney-General ruled that the governor could pay these officials a contingency expense allowance through an executive order. So consequently the thing has snowballed, and it's my understanding that we have a number of these state employees now, and state officials, who are drawing a salary, and then they're drawing a three-hundred-dollar-a-month contingency expense allowance, and then they're drawing actual expenses incurred in the performance of their duties on top of this."
It is unclear whether, by "the governor," Higginbotham is referring to then-governor Lester Maddox, preceding governor Carl Sanders, or an even earlier governor. The Attorney-General referred to by Higginbotham to is likely either Eugene Cook or Arthur K. Bolton.
