- In this WSB-TV newsfilm clip from February 1964, a member of the Georgia House of Representatives, probably Jim Andrews, announces Rep. Tom Carr's intention to provide food to the legislators in the House of Representatives in Atlanta, Georgia.
Rep. Andrews stands in the House Chamber of the Georgia State Capitol. An unidentified white man, possibly Rep. Carr, stands beside him. Andrews says, "Through the generosity of one of our distinguished members, the gentleman from Washington, Mr. Tom Carr, has agreed to pick up the tab, so don't deposit your money. Just go back and thank Tom Carr. We'll get two hamburgers for every green light and two hot dogs for every red light, through the courtesy and the generosity of Mr. Tom Carr from Washington."
The man standing beside Rep. Andrews who may be Rep. Carr says something that cannot be clearly understood.
As Rep. Andrews walks off camera, an unidentified man says from offscreen, "After the gentleman from Washington picks up the tab, he will be known from here on out as a legislative engineer."
