He states that there is "no paradox in believing in local initiative and responsibility, and at the same time being Secretary of Health, Education, and Welfare." He makes the point that federal action goes hand-in-hand with local activities. He goes on to states that the "primary responsibility must remain with local and state governments" and that the "federal government's responsibility should be limited to those matters which are of primary national interest", thus cannot be done by "local or community effort."
