- In this WSB-TV newsfilm clip from sometime between 1961 and 1963, Secretary of State Dean Rusk speaks of the nuclear arms race. He first says that we must forestall crises, not live from crisis to crisis. He then speaks of the arms race, saying the U.S. did not invent it. We have taken it up reluctantly and should gladly halt it, if possible, for the peace of the world.
