- Encyclopedia article about the Savannah River. The Savannah River, one of Georgia's longest and largest waterways, defines most of the boundary between Georgia and South Carolina. The river originates at the confluence of the Seneca and Tugaloo rivers in Hart County in eastern Georgia. The confluence also forms Lake Hartwell, a large reservoir built by the U.S. Army Corps of Engineers.
