- Encyclopedia article about the town of Madison, Georgia. Located sixty miles east of Atlanta, in Georgia's Piedmont, Madison is the seat of Morgan County. With a population of just 3,636 (48.3 percent white, 47.8 percent black, and 2.1 percent Hispanic) according to the 2000 U.S. census, Madison was named the number-one small town in America by Travel Holiday magazine in 2001. Although it was a center for education and agriculture in the nineteenth century, it is best known today as a popular tourist destination.
