Barrow County is located in the Piedmont plateau between Atlanta and Athens, and its proximity to major metropolitan areas has caused rapid change in the county's demographics. According to the 2000 U.S. census, the population was 46,144 (84.8 percent white, 9.7 percent black, and 3.2 percent Hispanic), a 55 percent increase since 1990. Such growth transformed this once rural county to an area dotted by new housing subdivisions. With Highway 316 near its southern border and Interstate 85 on its northern one, Barrow County can expect a future marked by rapid economic and population growth.
