- Frank Moore recalls his early life in Dahlonega, Georgia and attending the University of Georgia. He talks about his early position as test marketer at the Quaker Oats Company, director of the Head Start program in northeast Georgia, and member of the planning and development commission in Middle Georgia. Moore discusses working in Jimmy Carter’s gubernatorial administration, and his role as national finance chairman, congressional lobbyist, and deputy campaign manager during Carter’s presidential campaign. Moore comments on the campaign strategy used by Carter, the process of selecting a new Cabinet, and the nature of the relationship between the Presidential Office and Congress. Moore also comments on Carter’s approach toward setting legislative priorities, his push for big issues such as the Panama Canal Treaty, energy policy, and government reorganization. Moore discusses the Carter Administration's public awareness campaign to increase grassroots support of the congressional ratification of the Panama Canal Treaty. Moore also talks about the Carter administration’s participation in human rights and foreign relations milestones, including the Camp David Accords, the opening of U.S.-China diplomatic relations, and the SALT-II treaty. Moore reflects on his disappointment at not being able to pass hospital cost containment legislation.

Frank Moore was born in Dahlonega, Georgia, in 1935. After earning his bachelor’s degree from the University of Georgia in 1959, he worked as a test marketer for the Quaker Oats Company. He later worked as manager of a Head Start program in northeast Georgia, and later on a planning and development commission in middle Georgia, where he became acquainted with Jimmy Carter. Moore worked on Carter’s second gubernatorial campaign, and served as Hamilton Jordan’s Deputy Chief of Staff in the Governor’s Office. Moore later worked on Carter’s presidential campaign, serving as the campaign’s national finance chairman, managing the Southern flank of the campaign, and spending time in Washington, D.C. establishing relationships with members of Congress. Moore served as a congressional lobbyist during Carter’s presidential term, and afterwards, served as vice president of government and regulatory affairs with Waste Management Incorporated.
