- Pierre Howard was born in Decatur, Georgia, on February 3, 1943. He earned his undergraduate degree (1965) and law degree (1968) from the University of Georgia. In 1972, he was elected to the Georgia Senate as a Democrat. He was reelected until 1988. In 1974, Governor George Busbee appointed him assistant floor leader of the senate, a position he held for eight years. Howard proposed numerous acts of legislation, including the Community Care Act. Governor Zell Miller appointed him chairman of the Senate Human Resources Committee. He served there for sixteen years. In 1990, Howard was elected lieutenant governor and served under Governor Miller for two terms. As lieutenant governor, he focused on promoting laws against drinking and driving. Roy Barnes appointed him to the Board of the Natural Resources Committee, which he chaired for three years. He also joined the faculty of the University of Georgia Ecology Department and was president of Georgia Conservancy.
Pierre Howard discusses his family's history, including his father's role in the formation of Wesleyan College and Emory University. He comments on his family's involvement in politics and explains the origin of his first name. Howard recalls campaigning for his father's race for state legislature. He recalls his friendship with Dan Magill and his experience playing tennis for the University of Georgia. Howard comments on John F. Kennedy's influence on his political life. He recalls deciding to run for Georgia State Senate in 1972 and discusses some of his political strategy. Howard discusses the Carter-Maddox feud and his opinion of Maddox's political beliefs. He recalls proposing an ethics bill and discusses his peers' reaction to this proposal. Howard discusses his work in Medicare reimbursement, sentencing drug dealers, and as chairman of the healthcare committee. He recalls his work with progressive legislation as part of the Group of Five. Howard recalls his decision to run for lieutenant governor in 1990 after being convinced to run for that position instead of the governorship. He discusses the salary of lieutenant governor and how it breaks down for the average person. Howard recalls his working relationship and friendship with Governor Zell Miller, the origin of the committee on committees, and Miller's work with the HOPE scholarship. He comments on Miller's decision to run for a second term as governor. Howard explains his decision not to run for governor in 1998. Howard discusses his work after serving in legislature as the President of the Georgia Conservancy.
