- Dr. Roy Rowland discusses his childhood in Wrightsville, Georgia, attaining the status of Eagle Scout, and fighting in World War II. He recalls attending the University of Georgia and subsequently the Medical College of Georgia to earn his medical degree. Rowland recalls his decision to run for a seat in the state house in 1976 and several aspects of that campaign. He comments on being a freshman representative, particularly recalling an incident where he opposed passing the Certificate of Need. Rowland reflects on his committee assignments in the state House of Representatives. He recalls being on the Health and Ecology Committee, and comments on whether healthcare is a right. Rowland discusses his appointment to the Ways and Means, Judiciary, and Rules Committees. Rowland discusses his decision to run for United States Congress. He comments on his first campaign and what it was like to run in the "Bloody 8th" district. Rowland recalls an incident involving Russians shooting down a Korean airline flight. He also comments on the so-called "Boll Weevils" (conservative house democrats) and their evolution into the Conservative Democratic Forum. Rowland discusses balancing budgets, the Iran-Contra affair, and the First Gulf War. He reflects on the inaccessibility of healthcare and health insurance in America. Rowland recalls working with Ed Jenkins, Buddy Darden, and Elliott Levitas. Rowland comments extensively on international affairs, public bailouts, and health policy, particularly the Clinton healthcare program of 1993 and the Obamacare program. He also reflects on party politics in Georgia.

James Roy Rowland was born in Wrightsville, Georgia, on February 3, 1926. He attended Emory at Oxford in 1943. He then joined the U.S. Army and served in World War II. In 1946, he attended South Georgia College and earned his undergraduate degree from the University of Georgia. In 1952, he received his medical degree from the Medical College of Georgia. He practiced medicine in Dublin, Georgia, from 1952 to 1982. He was elected as a Democrat to the Georgia House of Representatives, and served there from 1976 to 1982. He served on several committees, including Health and Ecology, Ways and Means, Energy and Commerce, Judicial, and Rules. In 1982, he ran a successful campaign for the U.S. House of Representatives, and served in five succeeding congresses, retiring in 1995. - Metadata URL:
