Bill Talmadge was born in 1941 in New York City. He graduated from the University of North Carolina at Chapel Hill with a bachelor's degree in political science. He attended law school at the University of Georgia before clerking for State Supreme Court Justice Bond Almand. He then worked on Senator Herman Talmadge's legislative staff before becoming a lobbyist for Coca-Cola. He later became campaign manager for Ronald 'Bo' Ginn's 1982 gubernatorial campaign. He then served as the Chief of Staff for Representative Richard Ray before working as a lobbyist for King & Spalding.
