"Gridlock: Parking is a big problem in the area around City Hall; one solution is to plan adequate parking and new development together. Finding parking for City Hall. The city wants private developers to build parking lots or garages on the west and south parking lots, solving City Hall's parking problem and sparking new development. Central Atlanta Progress wants to develop the parking facilities for the city, let the city keep the rights to build on top of the parking sites, and delay further development until there is an overall development plan for south central downtown. Three historic churches, including Trinity United Methodist Church, in the area support Central Atlanta Progress's proposal and want to help design the project. The final decision rests in the hands of Mayor Maynard H. Jackson and the City Council."
