Most have been lined up outside the Civic Center since 5:30 am Monday Morning. Only 300 per day will be interviewed. The lady laying on the mattress is Patrice Harris. Her number is #18 of 300." "Waiting to apply for rent subsidies: Patrice Harris, 26, was among several hundred Atlantans who were waiting outside the Atlanta Civic Center all day and all night Monday to apply for federal rent subsidies Tuesday from the Department of Housing and Urban Development.
