- Photograph of Secretary of Labor Peter J. Brennan presenting the Department of Labor's Award of Merit to Joseph W. Powell. Powell was accepting the award on behalf of the late Miles C. Stanley. Stanley was the first person outside of the Department of Labor to be given the award posthumously. Pictured left to right are: AFL-CIO Director of National Programs Robert McConnon, AFL-CIO Appalachian Council Chairman and West Virginia AFL-CIO President Joseph W. Powell, Office of National Projects Representative Charles Easton, Secretary of Labor Brennan, AFL-CIO Operation Manpower Executive Director Richard Wilkes, and Assistant to the Secretary of Labor Ben Burdesky.
