- Newspaper assignment sheet attached to print verso identifies photographer ([John] Spink): "DeKalb Sheriff Pat Jarvis conducting media tour of the jail, which is overcrowded. Probably only chance for photos inside the jail. Voters to decide on funding for new jail in December ... Dekalb County sheriff Pat Jarvis presents his position of the need for new jails during a press conference at the Dekalb County Jail. A model of the new proposed Jail was on site for the new media to view. A referendum bond vote is set to come before the public soon." Assignment sheet date-stamped "Mon Dec 11 1989 J - C."
