- At head of the list: "The Board of Police Commissioners met in July, 1873 and organized the first Atlanta Police Department. Prior to this time, police duties had been performed by marshalls and deputy marshalls. At this meeting, Thomas Jones was elected the first Chief of Police. His successors are shown below; also the growth of the personnel through the years." Bottom of page numbered "2."
