Shirley Franklin served as Atlanta's mayor from 2002 to 2010 and was the first female African American mayor of any major Southern city. She served as the Commissioner of Cultural Affairs under Mayor Maynard Jackson before that and was named Chief Administrative Officer and City Manager under Mayor Andrew Young.
