Newton dileneates how the true Church is composed of an assembly of the people of God and those entitled to membership are those in a living covenant with God. He tells that the main purpose of those officers is to go out and preach, to spread the word of Christ. Finally, he declares that the efficacy of the Church comes from the presence of the Holy Spirit.
