- The constitution of 1945 was the first state constitution in the United States proposed by a commission instead of a constitutional convention. It was presented as a resolution (H.R. No. 11) to the General Assembly which replaced, in one single amendment, all articles and amendments of the 1877 constitution. The new constitution was approved in a special election on August 7, 1945, and went into effect on August 13.
