In 1939, the Works Progress Administration initiated the Georgia Historical Records Survey Project. Field workers surveyed both county records in county courthouses and municipal records. The handbook was written to help field workers identify county and municipal records by providing historical background information for county and municipal offices and by describing the types of records kept by county and municipal officials. These descriptions are still relevant in identifying historical records. The handbook also provided detailed instructions for conducting and recording the survey.
