13th December 1844
My dear Sir
I am here with every prospect of success. I have a bill now before Congress & have enlisted powerful interests who assure me that there will be no difficulty in gettng [getting] all the land that I may want and fulfillng [fulfilling] our wishes to the utmost. It will be necessary that you should be prepared to make a treaty on the part of your Indians and the Catawbas, and of such others of the several Indian tribes as may become also united with you, I do not expect to reach home before the
first of February, and upon the best reflection I am convinced that our best arrangement is through the Catawbas and north Carolina Indians.
Let the treaty be for their removal to the lands secured to them by the arrangement with the Western Cherokees, with a Clause that should they [added text: be dissatisfied with those lands & ] make an arrangement [deleted text: with the Govt. of Texas ] for another home in Texas or Mexico, they and such of the other persons belonging to any of the Indian tribes who may become associated with them shall retain thier [their] interest in the annuities, lands & school & publice [public] funds of their several tribes and deal in case a majority of any of the Indian tribes on my land or annuities shall desire

remove and become associated with them, [deleted text: they ] their lands shall be [deleted text: sold ] surveyed and sold, at their request and on their account & the proceeds of such sales paid over to them.
It may & will be best for you to await my return before you close the treaty but you should have full authority to act, and have the negociations progressng [negotiations progressing] so as to close it as soon as I get home.
Great matters which I can not [cannot] fully explain to you now hang upon this arrangement & they cannot be postponed, later than the present session of Congress I repeat -- have all your arrangements made so that the treaty can be concluded when I get home
