Sir,
I receiv'd [received] an order of Council directing The troops under my command to rendezvous at the Shoals of Ogeeche, for the purpose of discipline & to facilitate the mode of supplying them with provision, I must beg leave to observe that there is no provision collected at that place nor does their [there] appear to be any prospect of it. the exhausted state of the Specific tax & the many well grounded complaints of the troops in the upper district induces me to beleive [believe] that the [they] cannot be supply'd [supplied] by any means that now exist. the troops in the lower district are well supply'd [supplied] & I am confident will be for some time after the specific tax is consumed, the necessity the inhabitants have for their protection, will induce them to afford the men a support, should the [they] be moved a very rich settlement must abandon their crops. as no late depredation has been committed in the uper [upper] district I beg leave to submitt [submit] the propriety, of furlowing [furloughing] the men [added text (appears to be different hand and ink): " a ] untill [until] the
