Dear Sir
From the many applications made to me by the claimants of the old militia claims and your excellency being commander in chief of the State of Georgia and I was an officer when those services were rendered on the frontiers of this state for upwards of four hundred miles a line of stations to defend our inocent [innocent] women and children from the cruel massacre of Savage barbarity, and the long delays of their pay and when the sum of $129375..66 cents was appropriated there appears to be a mistake for the act says for the year
1792-
3 and
1794 so says the paymaster,s first advertisement and now there is not one of the payrolls of
1792 come forward and part of
1793 and
94 is so limited by the secretary of war to the paymaster and [added text: time ] has so long elapsed since that all the money cannot be drawn. And there is another thing I wish to know that is whether there is pay rolls now in the hands of the paymaster to the amount of the appropriation and what is the difference; as all those services were rendered by the authority of the United States and ordered into service by our government; so that if the United States will only pay part surely the State of Georgia will [added text: or ] ought to pay the ballance [balance] . I have enclosed to your excellency a few Statements of facts as near as I can for your inspection should your excellency approve of them I wish them or such parts as you may think proper, [added text: to be published ] (for I feel it my duty to inform the officers and men I had the honour [honor] to command as they may fairly understand how the whole matter stands= justice and equal rights is all we want and this is the soldier the widow & orphan [deleted text: [illegible text] ] to get our just rights Your excellency,s information on this subject will much oblige your humble servant
