Permit me to state that
last January I rented of the States agent Mr Torrence the eastern branch of the Chattehoochee river oposite [opposite] where now is laid out the Town of Columbus & common for a ferry landing (being the proprietor on the Indian side) with the privaledge [privilege] of making a new landing higher up if I thought proper and that after the Town was laid out I removed the ferry up [illegible text] of the cross streets and the Inferior Court established it in my name and now to enquire whether the state can exercize [exercise] any controll [control] over it it being in a public highway and the lots adjoining being the property

of individuals- and whether the Town authorities when created can have a legal controll [control] over it the Inferior Court having prior to the existence of such authority exercized [exercised] a power granted by statute of the State
I presume the office of agents appointed to rent out &c&c [et cetera et cetera] has expired by virtue of the sale of the property over which they were charged with controll [control]
If your Excellency should consider my right good an expression of that opinion would place a point that may be disputed at rest or if the opinion should be in favour [favor] of the states right (as there is no agent) then I would enter into a like obligation and for a like sum ($500) as for last year and transmit it as may be directed
