Jany [January] 13th 1827.
His Excellency G. [George] M. Troup
My dear Sir,
In the year
1813 orders for a classification of the militia throughout the state were issued from the executive department, which classification took place agreeably to that order -- At that time the frontiers of this and some of the adjoining Counties were in very eminent danger of Indian aggressions -- Having at that time the Honor of commanding the 26th Regt [Regiment] of [unclear text: G.M. ] Orders were issued from the then Executive through the proper channel to erect & garrison a line of Forts on the frontiers of this County and the necessary Arms & Amunition [Ammunition] was furnished by the state for that purpose & the said order further specified that the said Forts should be garrisoned by the Men who were classed in the 1st class each fort to contain Twenty Men besides two reconnoitering Men and to the best of my recollection & belief that order particularly specified that those persons who would volunteer their services, should afterwards be exempt from their Tour of duty when regularly called out agreeable to their classification, but having lost or mislaid the said order, many of those brave and patriotick [patriotic] fellows are at a loss to Know, whether they are by an act of the last Legislature entitled to an extra draw in the present contemplated Lottery as having served a three Month Tour ( altho' [although] they were drafted for 6 months) and not willing to Hazzard [Hazard] any thing that would be inconsistent to the provisions of said act, they have called on me for a copy of said order but as before said it cannot be found amongst my papers

I am therefore to beg your Excellency will have the goodness to cause a review to be made in the Executive office if the order before mentioned is not recorded and if it is that you will transmit me a Copy, should it unfortunately not be recorded may I beg the favor of you to give me your views on the subject for the information of many poor but patriotick [patriotic] Citizens, I beg leave to call your attention to another class of our brave Citizens those who served in Floyd's Campaign who were taken Sick in Camps and on account of sickness & infirmities (altho' [although] drafted for 6 months) did not serve more than perhaps a Month or two and were either discharged or rec'd [received] furloughs to return home and on accounts of this weakness & other causualties [casualties] occasion'd [occasioned] by sickness were never able to rejoin the army, Will your Excellency inform me what you think of their situation and may I beg leave to suggest to your Excellency the propriety of causing a publication in one of the Gazettes [added text: say Recorder ] in the state of your views on the Subject.
