Octr. [October] 2nd 1816
His Excellency D. B. Mitchell - Sir,
I take leave to Inform you that the citizens of Georgia are setling [settling] the Indian Land adjacent to the Ocmulgee & the Altamaha to an alarming degree as a large proportion of them are Vagrants, fugitives from Justice or some other crime attached to their character which makes civil government disagreeable; I think If your Excelancy [Excellency] wou'd [would] Issue your proclamation Commanding them to Remove from off the Indian land amediately [immediately], I wou'd [would] save the Shedding of Bood [Blood]
I pray your Excelancy [Excellency] to accept the assurance of my Esteem
