To The Honble. [Honorable] Samuel Elbert Esquire, Capt. General and Commander in chief and the Honble. [Honorable] the Executive Council within the Said State
The Memorial Edward Telfair & William Clark, Sheweth [Show] --
That in and by an Act of the Legislature of this State, Licences [Licenses] are to be Granted to Trade with the respective tribes of Indians within the Limits of the [unclear text: Same ] by your Honble [Honorable], Board
Your Memorialists therefore pray that a Licence [License] be Granted unto William Clark of Liberty County, and also a Licence [License] to George Ogg of the County of Franklin, for the aforesaid purpose, with permission to employ Such hirelings, as they may see Necesary [Necessary], and your memoralist [memorialist] as in duty bound will ever pray -- [added text (appears to be different ink and hand): all written by Telfair ]
