Executive Department
LouisVille
15 Feby [February] 1798.
Gentlemen Inclosed [Enclosed] I send you a copy of my letter of this date to the Secretary of War to inable [enable] you from the information it contains to support the State of the Congress
Several families are left out of our boundary in the runing [running] the line through not such number, as were left out at Tennissee, but assuredly our settlers are intitled [entitled] to as much justice as the settlers of that State, and ought to receive a like Cession which I perceive from the Appointments is intended for them -- You will perceive from my letter that I have transmitted a document to the Secretary relating to the Tallasee County

Page: [2]
which since New York Treaty has never been brought into view -- Mr. Baldwin is well acquainted with it, that Gentleman was Chairman and myself one of the Committee of Indian Affairs to consult with [unclear text: Doct. ] White and he remembers that in his answer by letter he uses expression of satisfaction in observing the moderation as well as spirit with which the State of Georgia pursued her plan, of cheating the savage insolence", and again" I wish to do myself the honor of assuring the honorable the Legislature, that as they may think it advisiable [advisable] for me in my official capacity to be marking the temporary line I shall chearfully [cheerfully] attend to that or any other

measure they will favor me with"
When in the nation after this letter was written long after the Tallasee County was relinquished and hostages taken for performace [performance] Mr. Baldwin haveng [having] reported a Bill for running the line and appointing Commissioners, Dr. White wrote from the Buzzard Roost in this form "there is no doubt but the upper Creeks may be reconciled to the boundary as wished," he also recommened [recommended] the giving up of the hostages -- John Galphin then in the nation and an agent wrote at the same time and on the same sheet, I saw Mr. Mcgillivray lately who says he only waits for Doctor White, and if he comes

he will run the line between the Indians and Georgeans" in my last communication to you I enclosed you a copy of a report on the State of the republic -- The Tallasee County was the Object, and if you could manage to obtain that, and the Cession of those settlers lands over the line, it would yield general satisfaction -- James Jones, resolutions, shew [show] the favorable sentiments entertained here, as to an Accommodation with congress respecting our Western Territory, And if the two former take place the later will be more easily effected -- I must request your attention to

our Militia Accounts -- The men are clamarous [clamorous] -- And the Officers threatened with Gaol -- The Committee of Finance by their report have called on me to lay it before the United States, and to request your Assistance -- There are no vouchers here to ascertain what is due to them in Case Congress should be so ungenerous as to refuse payment -- I do think if the whole Case was laid before Congress by the delegation and advocated with that Ability it possesses that Congress could not refuse --
The Indians continue doing mischief as you will perceive from the Inclosures [Enclosures] -- Not an act against

them on our side since my Administration has taken place that I have yet heard of -- Colo. [Colonel] Lamars deposition will inform you of another murder since the violation of Mrs. Hilton, and the extracts of letters from Camden prove that they are over the face of our whole frontier Country
Colo. [Colonel] Gaither who commands the troops in Georgia I am informed has had himself rescued from the hands of the Sheriff of Hancock County I believe altho [although] I have not the evidence I wish previous to be notifying the Secretary that there is no doubt of it -- a Lieutenant of the Federal troops

Page: [7]
has admitted it, when that evidence comes forward I will inclose [enclose] it to you and I shall assuredly demand him from the President of the United States -- The enclosed information given me same day, since leaves room for doubt if the white people were concerned in the murder on little river of the Commissioner, Smith says Morris is an honest man, and that Morris declared to him he had talked to the half breeds themselves who bragged that they had killed him -- This however is not fully investigated as Morris lives so far distant from this
I am Gentlemen with respect
Yr. Mo. Obt. Servt. [Your Most Obedient Servant]

[Signed] James Jackson The honble [honorable] Senators & Representatives in congress
