Sir
I have the honor to acknowledge the receipt of yours of the
29 July with its enclosures by express; prior to the receipt of which, I had received a letter from the Secy [Secretary] of War of the date of the copy you enclosed on the same subject and in the same words which I do not understand to be an order to raise a [illegible text] in this state for an expedition against the Creeks but merely to inform me that the Government has come to the determination to punish the disorderly part of that Nation & that it was thought by him that, that force would be competent to effect the object, and he further wishes prior to the giving an order to be informed by Your Excellency and Myself whether the Georgia & Tenn. troops ought to act in concert & when they could be assembled; On his getting this information from us I presume that he would give orders for raising the men designating the proportion of Infantry Cavalry rifle men, mounted Infantry yet to be employed and should provide army [deleted text: army ] and supplies for their equipment & march, which I do not feel myself by his letter of the
13 July authoured [authorized] to procure & unless provided, altho [although] the Tennesseans are all willing & anxious to go against the Creeks, they may [illegible text] to be in a considerable degree unprepared to enter

upon an expedition but if armed and equiped [equipped] they would be ready at the shortest notice to march & would do it with great pleasure.
By the last mail I forwarded to you my Ideas on the subject of the Georgia & Tenn. Troops acting in concert in the first instance and now have the honor to enclose you a copy. If that plan of operations should be adopted, it would save much time it would give confidence to the friendly Indians that they were to be aided against their enemies, & supplies could be sent there from East Tennessee without much difficulty, by going up Hiwassee, [illegible text] thence across a portage of nine miles to Cannasagua, thence down it into the branches of Coosa, thence down Coosa river to the falls where the Garrison should be built.
I am much obli [deleted text: d ] ged by your forwarding to Me a copy of Col. Hawkin's letter, I shall forward a copy of it to the War department as a reason for my taking defensive measures if circumstances should shew [show] the necessity and I shall also forward a copy of your Excellency's letter to Me and of mine of the 8th [unclear text: & ] 13th Instant to you. Should he after the receipt recommend

that the Georgia & Tenn. Troops should be raised and act in concert, I will [unclear text: aprirse [apprize] ] your Excellency of the time of their March and the place to be designated for their function by express through the Cherokee Country which I consider would be most expeditious and safer. The route he should travel from this should be to cross Tenn. [unclear text: river ] at Lowrys Ferry thence into the road leading from [unclear text: Et. [East] ] Tenn. to Georgia passing by where David McNair lives on Counasauga --
