[Georgia] ] On account of the Sale of our Western lands: Agreeable to the articles of argument and cession entered into by the Commissioners of the United States, and those on the part of this State, on the
24 of April 1802. -- These drafts were deposited in the State Bank for Collection, where they [deleted text: have been ] [added text (appears to be different ink): were ] realized, and entered to the Credit of the Treasurer. [added text (appears to be different ink): and drawn for by him as occasion required. -- ]
By an act of the last Legislature I was charged [added text (appears to be different ink): directed ] to " invest the sum of [added text (appears to be different ink): 500,000 ] dollars in Bank or other profitable Stock," the interest [added text (appears to be different ink): dividends arising from were ] of which was intended to be (set a part [added text (appears to be different ink): applied to ] as a fund for) the Support of Free-schools . and the improvement of our Navigable watercourses . -- I made the necessary inquiry [added text (appears to be different ink): The necessary Enquiry [Inquiry] was accordingly made ] relative to the price of stock in the several Chartered Banks in this state, and found that the amount could not be procured with out giving an extravagant premium, which I declined. 19 Decr. [December] last Other liberal propositions have been made by companies of Gentlemen who have no charter, to take stock with them at par, but I have not made any further Contract on that subject.

of the last General Assembly, as expressed in their resolution of the
20th. December I appointed Thomas Stocks Commissioner, James Carmak Mathematician, and Hugh Montgomery Surveyor, on the part of this State, and directed them to meet the deputation from the State of Tennessee at the mouth of Nickajak Creek, On the
15th. of May last, for the purpose of Surveying and marking the line dividing the two States. -- They accordingly met an equal number of Gentlemen from the State of Tennessee, at the time and place already mentioned, and proceeded to the duties of their mission, And after a laborious tour of several weeks they completed the line to the intire [entire] Satisfaction of all present. Their report will be found marked No. [Number] [missing text]
By an act of the last session of the Legislature [deleted text: the duty was imposed on me ] [added text (appears to be different ink): I was required ] to select a suitable person to examine and survey our Navigable watercourses and report on the practicability of their improvement. -- After having been baffled in several attempts to procure a person Competent to the duties required, I at length [added text: engaged ] with Dr Willis Roberts of Putnam County for that service. -- He commenced at Fort Hawkins and made a survey of the Ocmulgee river down to the junction, and then repaired to Barnetts Shoals on the Oconee, when himself and attendants, were all attacked with a severe

Bilious Fever, which continued untill [until] he was reduced to the necessity of resigning his appointment. -- His report will be found marked No. [Number] [missing text]

[Honorable] Wilson Lumpkin a Commissioner [deleted text: on the part of the United States ] to [deleted text: Survey and ] [added text (appears to be different ink): [deleted text: ascertain ] run & ] mark the lines designated [deleted text: by ] [added text (appears to be different ink): in ] the late [added text (appears to be different ink): Treaty between the Chiefs of the Creek nation ] [deleted text: cession of the lands made by the Chiefs and Warriors of the Creek Nation of In ] to the [added text (appears to be different ink): and the ] [deleted text: Agent of ] Indian Affairs. -- By which a Territory of considerable extent and value, has been acquired for the use of this State. -- Mr Lumpkin has also been appointed by the Genl. [General] Government to [deleted text: Survey ] [added text (appears to be different ink): run ] and mark the line from the junction of [deleted text: the ] Flint, and Chatahoochee Rivers to the head of St. Marys, which will form the boundary, between this State and the province of East Florida. -- Conformable to the directions of [added text (appears to be different ink): the ] last Legislature [added text (appears to be different ink): commissioners have also been appointed on the part of the State ] [deleted text: I have appointed Dr Greene of this place, and Col. [Colonel] Battle of Morgan County as Commissioners on the part of the State) ] to attend Mr Lumpkin in the performance of these duties.
