At a meeting of the five Nations the Creeks, Cherokees, Choctaws, Chickasaws and the Seminoles, about twenty two years ago, at the Hickory Ground near where now [deleted text: stands ] Fort Jackson Stands, a law was passed, when Mr. Bowles was given up to the Governor of Pensacola. Col. Hawkins Agent of the U.S. for the Creek Nation, Mr. John Forbes and Steven Folk, the son of the Spanish Governor of Pensecola being Present.
The above five Nations being confedrates [confederates] and allies agreed that when any individual or individuals Broke or violated the laws, that they all should join and carry the laws into effect. That whosoever violated the laws, belonging to any of the above five Nations, should be held in the same light and treated as [deleted text: a ] ripe fruit on a Tree would be consumed by different species of birds.
The second meeting of the above five Nations was held at Tuckaubatchee and a law was there passed, that [document damaged: if ] any person or persons of any Town should

spill blood, the people of that Town should execute the law; if they neglected to do so, then the other Towns should come and execute the Law on the lawbreaker and make use of his property and his Stock, because they would be hungry and no satisfaction should be given for it.
When the offender has violated a law and if he resists the people who may come to execute the law and takes arms and shelter in his house, and if his friends make common cause with him, the house should be burnt to ashes with all its contents and the offenders should be destroyed, for which no satisfaction should be demanded or given.
Since the above laws were passed two men of the Creek Nation spilt white blood near the mouth of Duck River, on their return from the Shawnese and came to Fort Jackson, and two of their friends were found with them in John Carrs' house, which was burnt and the furniture with it and the four men were killed. Genl. [General] Wm. [William] McIntosh [unclear text: & Selocta ] commanded the warriors that executed the men above mentioned. There were also [document damaged]

two men of the same party had come to Tle-wol-ee Town and were killed the same night with an other man who had joined them.
Mr. Carr complained to the Chiefs that as he was an innocent man, he wanted pay for his house & property destroyed, but his claim was not admitted, because bad men were found in it. The men executed had friends and they were assisted by more, to seek satisfaction, untill [until] by foreign influence they became powerfull [powerful] ; and the head Chiefs of the Creek Nation applied for assistance from their white brothers to conquer them which created the war; and as these men were law breakers, the Cherokees, Choctaws and Chickasaws united with us to suppress them. During the War, their property consisting of Negroes, horses, Cattle, hogs and every kind of property was taken from them, and they were left naked; After the War they demanded the Restitution of their property, but it was rejected, because they had violated the laws and had attempted to destroy the standing laws of their Country. the Chehaws, who joined the bad men and fled to them, having a large stock of Cattle, which the Nation [deleted text: made use of ] took and were made use of by the Nation, and afterwards his son returned, but his property was withheld and knowing the law never demanded satisfaction for his property.
A law was passed at Tuckaubatchee the Little Prince and the Big Warrior being present with their Chiefs in Council, that the Lands belonging to the Nation should not be sold by any Chief or Chiefs without the consent of both the Head Chiefs and the Council of the Nation; that even if one of the head Chiefs should be disposed with others to cede Land without the consent of the other principal Chief, the principal violaters [violators] of the Law should suffer death. The penalty was decreed in the following words, "We are Creeks. We have a great many Chiefs and headmen but be they ever so great they must abide by the laws. We have guns & Ropes, and if any of our people broke these laws, those Guns & Ropes are to be their end. These laws are not made for any particular person but for all"

Genl. Wm. [General William] McIntosh pronounced the above law at this place, in Council and it was established and confirmed as the law of the Creek Nation.
The above laws are the laws of this Nation, and if proof of it, is required, there are a great many men, both of Indians and whitemen [white men] who can certify to the correctness of the laws mentioned in this paper.
