- The collection consists of the ordinance transferring to the provisional government of the Confederate States of America, the use and occupation of forts, arsenals, navy yards, custom houses, and public sites within the State of Georgia. The ordinance was passed on March 20, 1861 by the Secession Convention and signed by George W. Crawford, President of the Convention.

Secession was hotly debated in Georgia and the vote to leave the United States was highly controversial. The vote was close and has been contested repeatedly since its occurence in 1861. In January 1861, delegates went to Milledgeville, Georgia, for "the Secession Convention." There, most thought Georgia would stay in the Union, but with the pressure from Alexander Stephens, Howell Cobb, and others, a vote passed which stated Georgia would leave the United States.
