The Annual Report contained herein covers all financial operations of the University System for the fiscal year ended June 30, 1953. All statements and schedules were prepared on a cash receipts and disbursements basis with the exception of the balance sheets and statements of surplus which were prepared on a modified accrual basis.
Income from State Appropriation for all activities amounted to $12,606,236 as compared with 112,033000 for previous year.

Total Appropriation
$12,606,236
The State Appropriation for general purposes remained the same for 1952-53 as for the pervious year. The difference in the ^otal appropriation for the two years is due to the fact that a special non-recurring appropriation of $^00,000 was received during the year 1951-52, whereas, special appropriations totaling $373,236 as represented by the last three items listed above were received during 1952-53. The regular appropriation for each of the last two years amounted to $12,233,000 for each year.
The balance in the Regents Allotment Account on July 1, 1952, was $360,li;6. During the year this account was increased by a State Appropriation of $12,606,236 as referred to above, and by the repayment of an appropriation advance to the Abraham Baldwin Agricultural College of $10,000, making a total of $12,976,382 available for allocations. Of this amount, the Board of Regents approved allocations
totaling $12,670,635 leaving an unallocated balance at June 30, 1953 of $3Q5,7U7.

Total Income from all sources amounted to $28,1*62,5315 an increase of $769,618

It will be noted that student fees produced 12.7$ less income than for the previous year and that this source of income produced only 22.1*$ of the total income for Educa tional and General purposes during 1952-53 as compared with 27.1$ for the previous year. It must be noted that the above comparison is based on income received during the two years rather than the income earned. The student fees actually earned during the two years are compared in the following table.

A look at the enrollment statistics for the two years will explain the reduction in student fees. After reducing the total enrollment to an equivalent full-time basis,
the average equivalent full-time enrollment for the year was only 1% below that for
1951-52. However, the enrollment of veteran students for whom an adjusted rate of tuition was paid continued a rapid decline. This adjusted tuition is reported under non resident tuition for the fall, winter and spring quarters and under summer session fees for the summer quarter. This explains the reduction in fees from non-resident tuition and in part from the summer session. The fees from the summer session were further reduced by a reduction in enrollment of 23.1$ as compared with the summer session of 1951-52. The enrollment during the fall, winter and spring quarters was i*.2$ higher than during the same periods for 1951-52.
A significant change in the income for 1952-53 as compared with the previous year was in the amount collected from sales and services. This increase was dub in most part to the large increase in research services performed by the Engineering Experiment Station of the Georgia Institute of Technology. Of the total increase, $522,008 was from that source.
The amount of State Appropriation allocated for Educational and General operations was 11.0$ greater than the amount allocated for the previous year. With this increase, the state appropriation represented 1*9.3$ of "the total income for Educational and General purposes as compared with 1*6.9$ of the total for the previous year.
Educational and General Expenditures amounted to $19,067,l60.
The expenditures for Educational and General purposes were $1,539*780 or 8.8$ in
excess of the amount expended during the previous year. These expenditures are compared
by function in the following table with the expenditures for 1951-52.

The most significant change in the expenditures for the year as compared with the previous year was in the amount expended for research activities. As will be noted from the above comparison, the expenditures for this purpose were $951+, 207 or 32.1;? greater than for the previous year. Of this increase $545,093 represented an increase in the expenditures of the Engineering Experiment' Station of the Georgia Institute of Technology and 3292,736 an increase in the research expenditures of the Agricultural Experiment Stations of the University of Georgia.
Educational and General Surplus increased by $109,601.
The University System ended the fiscal year with an Educational and General Surplus of $1,859,910; as compared with a surplus of $1,750,309 at June 30, 1952. The Plant Fund activities would not be complete without a look at the activities of the University System Building Authority, The Authority is not a part of the University System; therefore, its financial operations are not included as a part of this report. The Authority issues bonds, using the proceeds for the construction of buildings on the campus of units of the University System, and upon completion leases the buildings to the University System, The University System will pay rent on these projects for a period of thirty years, after which time the buildings become the property of the University System. As of June 30, 1953, the Building Authority had issued bonds totaling $20,500,000, of which $19,667,000 were outstanding. Eighteen projects with an estimated total cost of $12,1*12,636 had been completed or were under construction during the year. As of June 30, 1953, $10,605,565 had been expended in the construction of these projects and the Authority held funds in the amount of $11,1*31*,1*1*3 for the completion of unfinished projects and for the construction of additional projects. As will be noted above, the University System paid $1,119,066 to the Building Authority during 1952-53 as rentals for the use of these facilities.
Unexpended Plant Fund Balances amounted to $2,179,586.
Unexpended Plant Funds had assets at June 30, 1953 totaling $2,383,567. This amount was composed of cash, $2,187,870 and temporary investments of $195,697. Of these assets, $6,932 was due to other funds; $197,01*9 was reserved for sinking fund purposes as required under the terms of a trust indenture for the retirement of bonds issued by the Board of Regents for the benefit of the Georgia Institute of Technology; and $2,179,586 represented unexpended fund balances.

It will be noted above that the buildings constructed by the University System building Authority have been included in the plant assets of the University System. This is done even though title to the buildings is held by the Building Authority. Inasmuch as the buildings become the property of the University System after the bonds issued to obtain funds for construction are retired, the buildings are included as an asset of the University System with a liability set up for the equity of the University System Building Authority in the pro-rata amount of bonds outstanding applicable to the projects included as assets. This equity at June 30, 1953 amounted to $9,U33,U35 as against assets included of $10,605,565
