FOREWORD
The State Treasury Department took a new direction on January 12, 1971.
With ties to the past severed by a mandate of the electorate to remove subjective factors from the handling of the people's money and to develop a total program of modern money management for the State of Georgia, the Department reorganized and streamlined its internal operations. Professional personnel were appointed to all positions and arrangements made to bring them under the State Merit System effective July 1, 1971. A new standard of ethics was set with the establishment of the rule that no employee under any circumstances would accept the gifts or hospitality of banks and an Open Door Policy was inaugurated whereby any citizen could see the State Treasurer or any employee and ask any question and get a straight answer without being interrogated as to who he was or why he wished the information.
All funds not required for current operating expenses of the State were placed in interest-bearing time accounts and the practice of offsetting such accounts with compensating demand balances was discontinued. A new dimension was added to time investments with the beginning of purchases of 30-day negotiable certificates of deposit in accordance with an Official Opinion of the Attorney General of Georgia that the State Treasurer had authority to purchase and, in cases of fiscal emergency, to sell such instruments, thus opening for the first time the opportunity for the State Treasury Department to earn interest for periods of less than 30 days. As a result of these steps operating accounts of the State Treasury Department were reduced to one-fourth of their previous levels.
On June 4, 1971, implementation was begun of a computer formula for pro rata allocation of all time funds of the State Treasury Department

among all contracting state depository banks on the same ratio that each participating bank's capitalization bears to the total capitalization of all banks in the program. When fully implemented in November, 1971, the formula will assure all participating banks of their proportionate shares of state time funds under the control of the State Treasury Department without regard to any other considerations.
Coupled with its success in getting the State Revenue Department to make daily rather than weekly transmittals of tax receipts, these new policies and programs made it possible for the State Treasury department to achieve the highest proportion of funds in the State Treasury drawing interest in the history of Georgia and were directly responsible for the Department earning a record $3,831,199.56 in interest during the 1970-71 Fiscal Year, despite the fact that interest rates dropped from 6 to 4% during the 12-month period.
The Department cooperated fully with the Governmental Reorganization Program of Governor Jimmy Carter and recommended the State realize full benefit from the new beginnings it had achieved on its own by creating a new, constitutional State Department of Finance to handle all the finances of State Government from collecting to spending to accounting for all the funds of the State. In so doing it became the first department of State Government ever to recommend its own abolition.
