To His Excellency Henry D. McDaniel, Governor of Georgia :

SIR:--I have the honor to submit to your Excellency the follow-

ing annual report of this Department, showing, the financial condi-

tion of the State, and embracing the receipts and disbursements at

the Treasury from October 1st, 1883, to September 30th, 1884, both

Table A, beginning with the balance in the Treasury October 1st,

1883, shows the receipts and disbursements in each month during

the year ending September 30th, 1884. Table B is an account current between the Treasurer and the

State, beginning with the balance in the Treasury October 1st, 1883,

and shows the amount received from the different sources of revenue, and the payments on each particular fund up to September

30th, 1884, inclusive. Table C is a statement of the public debt as it now stands, and

shows the liability of the State on its own account for bonds run-

ning to maturity, amounting to $8,704,635.00. Table D shows the amount of interest to be paid quarterly and

semi annually on bonds of the State of Georgia, and the month in

which it falls due, in and during the year of 1885. Table E shows the total valid bonded debt of the State on Oc-
tober 1st, 1884, also the amount of liabilities of the State, absolute

and contingent, as endorser on railroad bonds, and the amount of

property owned and possessed by the State. Table F is a list of the insurance companies that have on deposit

in the State Treasury $25,000 each, under the Act approved Febru-

ary 28th, 1877. Table G is a minute and particular descriptive list of the bonds

of the State riot yet due, showing their number, size, rate, date of

issue, and maturity, when and where payable, authority and object

of issue, principal clue each year, the names of signers, also the size,

time of payment and signers of coupons. It is made my duty to submit to your Excellency preceding each

session of the General Assembly a detailed estimate of the probable

receipts and expenditures for the next fiscal year stating source of income and the probable amounts to be received therefrom. In

compliance therewith see table H of this report, which is the usual

estimate for the ensuing year

It is also made the duty of the Treasurer to state the probable

nece "ities of the Treasury, and in order to do so, it is necessary for me to go into a more thorough detail than is given in.the estimate

set forth in table H. From an examination of the books.in this office and of the Comptroller-General, you will find that Irom Wislatfon of 1882 and 1883, there remains the following undrawn

balances all of which will have to be paid, with perhaps one or two

minor exceptions:

The public debt, as shown by this report, now stands $^04,635.00 the same having been reduced during my terms of office, $1,24b 8bo. This reduction of the principal was made by payment of bonds at the Treasury and includes $865,00010 valid bonds of the State paid \P in by the purchasers of the Macon and Brunswick Railroad. These large sums have been received and paid out by this department without the loss of one dollar to the State. I am glad to surrender the duties of this office to Hon. Robert U. Hardeman, my able and fV worthy successor ; and I would here remark, as a citizen of the State, that the salary of the State Treasurer is entirely too small, in view

of the very large bond, the labor and responsibility of the office. By

the terms of the contract, the principal and interest of our State

bonds are payable in the city of New York. The law is not clear that

the Treasurer is authorized to place State funds in bank m New

York, to meet these constantly recurring demands. The last House

of Representatives, I believe, passed unanimously a resolution au-

thorizing the Treasurer to place funds in New York, to meet these

iust demands , but said resolution was lost in the Senate, by reason

of the small number present when the same was reached. I have

since that time made said payments in New York only under Ex-

ecutive order. This trouble should be remedied at once by proper

Legislative action. It gives me pleasure to state that I think

every department of our State government is conducted on strict

business principles. In taking leave of your Excellency, I desire to return you my

thanks for confidence bestowed, and for the many acts of kindness

received at your hands. You are the Governor of a great State, and

I know and feel that the public interest is in safe and prudent

hands, and will be administered with "wisdom, justice and mode-

ration.51

This Table will show that the Bonded Debt of the State has been reduced since October 1, 1883, by the sum of seven hundred and fifty thousand dollars. paid has been deducted, in above Table, from amount reported in report of 1883, so as to show amount of each class of Bonds now outstanding.
Boud 1,010 Has been paid, by authority of Act approved 1877.

This reduction arises from the fact that the third and last payment made by purchasers of Macon and Brun wick Railroad was made in valid Bonds of the State of Geonri ' g'
