1. Introduction
The Statewide Transportation Improvement Program, known as the STIP, is Georgia's four-year transportation and capital improvements program. The STIP is a listing of federally-funded transportation projects within the state that are anticipated to be funded during fiscal years 2013 through 2016 (July 2012 through June 2016). Projects include highway, bridge, public transit, bike, pedestrian, railroad, maintenance, and other improvements. The STIP is developed in coordination with the citizens of Georgia, interested stakeholders, and in direct cooperation with local governments. Projects listed in the STIP are identified through GDOT's ongoing planning processes in keeping with the Governor's strategic goals for Georgia to provide a lean and responsive state government that allows communities, individuals, and businesses to prosper. These projects are vital to supporting GDOT's mission in providing a safe, seamless, and sustainable transportation system that supports Georgia's economy and is sensitive to its citizens and the environment. During STIP development, interested citizens and stakeholders are given the opportunity to review and comment on the state's transportation priorities for the next four years, as set forth in the STIP. The public is given this opportunity through public meetings held throughout the state, and through the Department's website. They are encouraged to provide comments and suggestions on specific projects and on the transportation needs for Georgia. The purpose of this report is to detail the STIP public involvement process undertaken for the FY 2013- 2016 STIP. This report includes documentation of meetings, the comments received from the public, and notification methods undertaken through this process.

2. Public Involvement Process
The primary component of the public outreach effort for the STIP is public meetings. Meetings are held throughout the state, in each of GDOT's six rural districts, which includes all areas that are not part of a Metropolitan Planning Organization (MPO). A district map is shown in Figure 1 on the following page that also includes MPO boundaries. In MPO areas, transportation projects are not included in the STIP, but are rather a part of each MPO's transportation plan. The purpose of each of these meetings is to present GDOT's proposed STIP and provide an opportunity for the public to provide input and comment on the stated transportation goals and projects. Meeting locations are selected in coordination with each GDOT district. There are several key elements considered in this selection process:
Meeting location accessibility throughout each District and to Environmental Justice (EJ) communities;
Facility compliance with Americans with Disabilities Act (ADA) guidelines for ease of access; Public transportation availability; and Level of success of meeting location, if used in previous years. At public meetings, participants were provided with large scale maps that depicted proposed projects included in the proposed STIP, and copies of the proposed STIP were available for review. Citizens were asked to provide comments and suggestions using a provided comment form that could be submitted to a present staff member or mailed to the District office. GDOT staff were on hand to answer questions from attendees, and they provided responses to comments and suggestions that were given on comment forms.

3. Public Meeting Summary: FY 20132016
For the development of the FY 2013-2016 STIP, a total of 11 public meetings were held to obtain input on the proposed document. These meetings were held in each of GDOT's six rural districts, with two meetings per district. The exception to this was District Four, which held one meeting within District Four and participated in a joint meeting that was held in District Five. A summary of meeting dates and locations is shown in Table 1, and Figure 2 displays the meeting locations on a map.

All meetings were an open house format and held at community venues, such as GDOT district offices, shopping malls, and other community facilities. Attendees were invited to examine maps depicting proposed STIP projects in their area. Copies of the draft STIP were on hand to provide more in-depth information about each project. GDOT staff assisted attendees in identifying projects and answering questions. Staff at public meetings included:

3.1 Meeting Materials
At each meeting, several materials were available for public comment and for general STIP information. These materials included maps of proposed projects, a comment form, a STIP informational handout, and the entire draft STIP document. In districts where significant Spanish-speaking communities were identified through the Environmental Justice component of the STIP, materials were also available in Spanish. Table 2 lists the maps that were provided on display at each meeting.

3.2 Meeting Notification
Several methods were utilized to notify the public of upcoming STIP public meetings:
A direct mail postcard, Press releases, Postings on GDOT's website, and Social media websites (Facebook and Twitter).
The direct mail postcard (provided in Appendix B) was sent to each person listed in GDOT's "Family of Partners Database", which includes more than 5,000 individuals, organizations, and elected officials in federal, state and local government, as well as representatives from EJ communities.
STIP information was also available on GDOT's website, which contains a specific page dedicated to the STIP, www.dot.ga.gov/STIP. This site includes a variety of informational materials pertinent to the STIP, including the FY 2013 to 2016 draft STIP, the current active STIP document in both English and Spanish (FY 2012 to 2015), past STIP documents, information about the development of the STIP and associated public involvement activities, MPO Transportation Improvement Program (TIP) materials, and contact information for the STIP. During the STIP public involvement period, the GDOT STIP webpage received

more than three times the regular number of page views. More than 1,200 page views were recorded between October 15 and November 9.

Social media was also utilized for meeting notifications. GDOT's Facebook and Twitter pages announced meeting dates and locations and provided links to STIP information on GDOT's website, at www.facebook.com/GeorgiaDOT and www.twitter.com/GADeptofTrans. A total of 1,663 hits were recorded to GDOT's Facebook page during the STIP public involvement period between October 16, 2012 and November 8, 2012. The table below displays the breakdown of these hits by date.

Press releases were prepared and distributed by district communications staff. Copies of each District's press release can be found in Appendix C, with the exception of District 4, which did not distribute a separate release. Distribution included area newspapers, television stations, radio stations, and other district media contacts.
Appendix C provides documentation of press releases and media coverage.
3.3 Summary of Meeting Attendance, Comments, and Responses
At each of the 11 public meetings, all attendees were requested to sign in so that an accurate attendance record could be obtained. A total of 82 attendees signed in. The meeting with the highest attendance was in LaGrange on October 30, 2012, with a total of 13 attendees. The meetings with the second highest attendance were in Statesboro on October 29, 2012, and Americus on November 8, 2012, with a total of 10 attendees each. The number of attendees at each meeting is shown in Table 4.
Of the attendees at each of the 11 public meetings, a total of 12 provided written comment forms. The commenting period remained open for two weeks following the final public meeting that was held on November 8, so that additional comments could be submitted via email or mail until November 22, 2012. Comments that were received ranged from specific projects included in the STIP to general transportation issues. Comments collected during the Public Involvement Process will be used to enhance the decision making process during the STIP updates.
A summary of meeting attendance and the number of comments received is provided in Table 4.

4. Lessons Learned
A component of the annual STIP Public Involvement process is identifying ways to improve the process and increase public participation in future years. Several issues were identified through the 2012 public outreach process by staff or by attendees. These issues are listed below along with proposed solutions for greater engagement.

Statewide Transportation Improvement Program FY 2013-2016
The Statewide Transportation Improvement Program identifies federally funded transportation projects such as highway, maintenance, bicycle, and pedestrian projects. The STIP also coincides with the Governor's Strategic Goals for Georgia. Come out and see what's planned for your area.
The STIP is a GDOT four-year work program that is updated annually, exclusively for Georgia's non-urbanized areas. Included in the Draft FY 13-16 STIP are:
Federally funded highway and bridge projects, Maintenance projects, Transportation enhancement activities projects, and Public transit projects.
If you live in a Metropolitan Planning Organization area, please contact your local MPO for projects in your area.

Statewide Transportation Improvement Program
What is the STIP? The Statewide Transportation Improvement Program, known as the STIP, is Georgia's four-year transportation and capital improvements program. The STIP is a listing of federally-funded transportation projects within the state that are anticipated to be funded during fiscal years 2013 through 2016. Projects include highway, bridge, public transit, bike, pedestrian, railroad, and other improvements.
How is the STIP Developed? The STIP is developed in coordination with the citizens of Georgia, interested stakeholders, and in direct cooperation with local governments. Projects listed in the STIP are identified through GDOT's ongoing planning processes in keeping with the Governor's strategic Goals for Georgia to provide a lean and responsive state government that allows communities, individuals, and businesses to prosper. These projects are vital to supporting GDOT's mission in providing a safe, seamless, and sustainable transportation system that supports Georgia's economy and is sensitive to its citizens and the environment.
Why Should I Become Involved? The STIP Public Involvement Process gives all citizens and interested stakeholders the opportunity to review and comment on the State's transportation priorities for the next four fiscal years. The public is encouraged to become involved and provide GDOT with thoughts, suggestions, and information about transportation needs for Georgia. The current and previous STIPs may be viewed at:

STIP
The Statewide Transportation Improvement Program (STIP), is Georgia's four-year transportation and capital improvements program. The STIP lists federally-funded transportation projects that are located outside Metropolitan Planning Organization (MPO) boundaries. Each MPO develops its own Transportation Improvement Program (TIP). The TIPs are included in the STIP by reference without modification once approved by the MPO and the Governor, or his designee. Projects include highway, bridge, public transit, bike, pedestrian, railroad, and other improvements.

Helen/Maysville, Ga. The Georgia Department of Transportation (GDOT) announces open house meetings to solicit input on the Draft FY 2013 - 2016 Statewide Transportation Improvement Program (STIP).

The Statewide Transportation Improvement Program, known as the STIP, is Georgia's four-year transportation and capital improvements program. The STIP is a listing of federally-funded transportation projects within the state that are anticipated to be funded during fiscal years 2013 through 2016. Projects include highway, bridge, public transit, bike, pedestrian, railroad, and other improvements. Projects listed in the STIP are identified through GDOT's ongoing planning processes in keeping with the Governor's strategic Goals for Georgia to provide a lean and responsive state government that allows communities, individuals, and businesses to prosper.

The STIP is developed in coordination with the citizens of Georgia, interested stakeholders, and in direct cooperation with local governments. The Draft FY 13-16 STIP IS available on the internet at www.dot.ga.gov/stip.
The Gainesville District Office will sponsor two Open House meetings where the public can view the Draft FY 13-16 STIP, view maps of projects in the local area, discuss project with GDOT staff, and formally offer comments. The meetings are designed for the public and all constituents are encouraged to attend.

An open house is scheduled for Thursday, October 25 from 5 p.m. to 7 p.m. at Helen City Hall located at 25 Alpenrosen Street. A second open house is scheduled Thursday, November 1 from 5 p.m. to 7 p.m. at Jackson County Parks and Recreation Departments "Pat Bell Conference Center" located at 7020 Highway 82 Spur in Maysville.
The STIP and the open house information only includes projects planned in counties that are not designated as "metropolitan." These Northeast Georgia counties are included in the STIP: Banks, Dawson, Elbert, Franklin, Habersham, Hart, Jackson, Lumpkin, Rabun, Stephens, Towns, Union and White.
Counties that are designated "metropolitan areas" review all of their projects through their Metropolitan Planning Organization and will have their public review times then. The counties in Northeast Georgia included in Metropolitan Planning Organizations and not a part of the STIP are Clarke, Forsyth, Gwinnett and Hall.
These counties are partially in "metropolitan areas" and partially in rural areas: Barrow, Madison, Oconee and Walton. The STIP includes projects only in the rural areas of these counties.

GA DOT SEEKS PUBLIC COMMENT ON DRAFT STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM
TENNILLE The Georgia Department of Transportation will be presenting the Draft Fiscal Year 2013-2016 Statewide Transportation Improvement Program (STIP) for public review and comment.
The STIP is a four-year program that specifies federally funded transportation projects for non-urban communities in rural Georgia for Fiscal Years 2013, 2014, 2015 and 2016. These projects include new construction; improvements and maintenance for interstates, state routes, and bridges; bicycle and pedestrian

projects; transportation enhancement projects and public transit projects.
The East Central Georgia Tennille District Office will help host two Open House meetings where the public can view the Draft FY 13-16 STIP, view maps of projects, discuss projects with GDOT staff and formally offer comments. The meetings are open to the public and all constituents are encouraged and welcome to attend.
Meetings in East Central Georgia:

The general public is invited to view planned projects for Baldwin, Bleckley, Burke, Dodge, Emanuel, Glascock, Greene, Hancock, Jasper, Jefferson, Jenkins, Johnson, Laurens, Lincoln, McDuffie, Morgan, Oglethorpe, Putnam, Screven, Taliaferro, Treutlen, Warren, Washington, Wilkes and Wilkinson Counties. Projects for Columbia, Newton and Richmond counties will be available for public comment at a later date in a separate meeting as these counties are part of a Metropolitan Planning Organization (areas with more than 50,000 in population).
The Draft FY 13-16 STIP will also be available at www.dot.ga.gov/stip . Georgia DOT looks forward to working with the public during the development of the Draft FY 13-16 STIP.
The required planning, environmental, engineering, right of way, funding and construction processes involved in any major transportation project can add years to its schedule. The Georgia DOT nonetheless is committed to improving its program and project delivery. Concept development, preliminary engineering and right of way acquisition processes are being streamlined. CARTERSVILLE, Ga.The Georgia Department of Transportation (GDOT) is about to present the Draft FY 2013 - 2016 Statewide Transportation Improvement Program (STIP) in Northwest Georgia for public review and comment.
The STIP is a four-year program that specifies federally funded transportation projects for non-urban communities in rural Georgia for fiscal years 2013, 2014, 2015 and 2016. These projects include, but are not limited to, new construction, improvements, and maintenance for interstates and state routes, and bridges. Additional projects include bicycle and pedestrian projects, transportation enhancement projects and public transit projects.
The Georgia DOT District Six Office in Cartersville will sponsor two Open House meetings where the public can view the Draft FY 13-16 STIP in Northwest Georgia, view maps of projects in the local area, discuss project with GDOT staff, and formally offer comments. The meetings are open to the public and all constituents are encouraged and welcome to attend.
Meetings in Northwest Georgia will be held:
Tuesday, October 23, 2012, from 5:00 to 7:00 p.m. at the GDOT District 6 Conference Room, located at 500 Joe Frank Harris Parkway in Cartersville
Thursday, November 1, from 5:00 to 7:00 p.m. at the Carroll County Chamber of Commerce, located at 200 Northside Drive in the city of Carrollton
The general public is invited to view projects planned for Bartow, Carroll, Chattooga, Dade, Fannin, Gilmer, Gordon, Haralson, Murray, Pickens, Polk, and Walker counties. Projects for Catoosa, Cherokee, Floyd, Paulding and Whitfield counties in this region that are part of a Metropolitan Planning Organization (areas with more than 50,000 in population) will be available for public comment in a separate meeting, at a later date.

The Draft FY 13-16 STIP will also be available on the internet at www.georgiastip.com. The Department looks forward to working with the public during the development of the Draft FY 13-16 STIP.

GAINESVILLE - The Georgia Department of Transportation (GDOT) announces open house meetings to solicit input on the Draft FY 2013 2016 Statewide Transportation Improvement Program (STIP).
STIP is Georgias four-year transportation and capital improvements program. It is a listing of federally-funded transportation projects in the state that are anticipated to be funded during fiscal years 2013 through 2016. Projects include highway, bridge, public transit, bike, pedestrian, railroad, and other improvements. Projects listed in the STIP are identified through GDOTs ongoing planning processes in keeping with the Governors strategic Goals for Georgia to provide a "lean and responsive" state government that allows communities, individuals, and businesses to prosper.
The STIP is developed in coordination with the people of the state, interested stakeholders, and in direct cooperation with local governments. The Draft FY 13-16 STIP IS available on the internet at www.dot.ga.gov/stip.
The Gainesville District Office will sponsor two Open House meetings where the public can view the Draft FY 13-16 STIP, view maps of projects in the local area, discuss project with GDOT staff, and formally offer comments.
One is scheduled for Thursday, October 25 from 5 p.m. to 7 p.m. at Helen City Hall. The other is is scheduled Thursday, November 1 from 5 p.m. to 7 p.m. at Jackson County Parks and Recreation Departments Pat Bell Conference Centerin Maysville.

The STIP and the open house information only includes projects planned in counties that are not designated as metropolitan.These Northeast Georgia counties are included in the STIP: Banks, Dawson, Elbert, Franklin, Habersham, Hart, Jackson, Lumpkin, Rabun, Stephens, Towns, Union and White.
Counties that are designated metropolitan areasreview all of their projects through their Metropolitan Planning Organization and will have their public review times then. The counties in Northeast Georgia included in Metropolitan Planning Organizations and not a part of the STIP are Clarke, Forsyth, Gwinnett and Hall.
These counties are partially in metropolitan areasand partially in rural areas: Barrow, Madison, Oconee and Walton. The STIP includes projects only in the rural areas of these counties.

The Georgia Department of Transportation is inviting the public to open house meetings to discuss the State T ransportation Improvement Program (ST IP). T he ST IP is a four-year program that specifies federally funded transportation projects for non-urban communities in rural Georgia for fiscal years 2012, 2013, 2014 and 2015. T hese projects include, but are not limited to, new construction, improvements and maintenance for interstates and state routes, and bridges. STATESBORO, GA (WTOC) - Fixing the roads is a big undertaking but Georgia Department of Transportation is up for the job. On Monday, they showed off their federally funded four year plan for all non-urbanized counties in the district. The plans include road enhancements and safety upgrades.
"This is our normal federal transportation funding, which most of the projects are matched either locally or through state funds. Most of the project are a 80-20 split or a 90-10 split, with the federal government pickup up the majority of the cost," said Brad Saxon, Georgia Department of Transportation.

DOT seeks public input on proposed transportation plan

JESUP, GA (WTOC) - The Georgia Department of Transportation is holding two meetings in Southeast Georgia on its proposed four-year statewide transportation plan.

Draft FY 2013-2016 Statewide Transportation

projects for non-urban communities in rural Georgia for fiscal years 2013, 2014, 2015 and 2016, according to the DOT.

Improvement Program

These projects include new construction,

improvements and maintenance for

interstates and state routes, and bridges;

bicycle and pedestrian projects,

transportation enhancement projects and public transit projects.

Attendees can view the Draft FY 13-16 STIP, project maps, discuss projects with GDOT staff and offer comments.

The public can view projects planned for Appling, Bacon, Bulloch, Brantley, Bryan, Charlton, Camden, Candler, Effingham, Evan, Jeff Davis, Long, McIntosh, Montgomery, Pierce, Tattnall, Telfair, Toombs, Wayne and Wheeler counties.

Projects for other counties in this region that are part of a Metropolitan Planning Organization will be available for public comment in a separate meeting that will take place at a later date, according to the DOT.

The Draft FY 13-16 STIP will can also be viewed online here: http://www.dot.ga.gov/stip. The Department looks forward to working with the public during the development of the Draft FY 13-16 STIP.

(Statewide Transportation Improvement Program o STIP)
Qu es el STIP? El Programa Estatal de Mejoras al Transporte conocido como el STIP, es el programa de mejoras al transporte y capital de cuatro aos del Estado de Georgia. El STIP es un listado de proyectos de transporte costeados por el gobierno federal dentro del estado que se anticipa que sean costeados durante los aos fiscales del 2013 al 2016. Los proyectos incluyen mejoras a las carreteras, puentes, trnsito pblico, bicicletas, peatones, ferrocarriles y otros.
Cmo se desarrolla el STIP? El STIP se desarrolla en coordinacin con los ciudadanos de Georgia, personas que tengan intereses en el mismo y en cooperacin directa con los gobiernos locales. Los proyectos descritos en el STIP son identificados a travs de los procesos de planificacin continuos del GDOT para mantener las Metas Estratgicas del Gobernador para Georgia, para proveer un gobierno estatal ms eficiente y de respuesta que les permita prosperar a las comunidades, individuos y negocios. Estos proyectos son vitales para apoyar la misin del GDOT de proveer un sistema de transporte seguro, sin interrupciones y sostenible que apoye la economa de Georgia y que sea sensible a los ciudadanos y al ambiente.
Por qu debo involucrarme? El Proceso de Participacin del Pblico de STIP les da a todos los ciudadanos y personas que tengan intereses la oportunidad para revisar y hacer comentarios acerca de las prioridades de transporte del Estado para los prximos cuatro aos fiscales. Se le alienta al pblico a participar y proveerle al GDOT con sus ideas, sugerencias e informacin acerca de las necesidades de transporte de Georgia.
