Indicated below is statistics showing rights of way acquired for the Interstate System during the four year period covered by this report. Rightofway acquisition was curtailed to some extent during this period as a result of cut backs in Federal funds and also due to increased difficulties in rightofway acquisition resulting from more stringent Federal Highway Administration policy and procedure requirements relating to appraisals and the relocation assistance program.

RIGHT OF WAY FOR SECONDARY ROADS Secondary projects are highway projects on the Federal-aid secondary system financed with secondary funds. These projects can be either on the State system of numbered highways which are maintained by State forces or county roads on the Federal-aid secondary system maintained by county forces. The rights of way acquired for roads in this classification has been the responsibility of the counties except in the case of relocation assistance costs which have been eligible for Federal funds. The Department is now in the process of assuming responsibility for all rights of way costs for projects on the State numbered system of highways and it is anticipated this will be fully implemented during Fiscal 73. For the period covered by thio report Georgia counties acquired 3,139 parcels of rights of way on 166 projects for a total of 587 miles on secondary highways.
AUTHORITY TYPE PROJECTS Various type projects are constructed with Authority Bond Funds. These projects are financed from funds received by the sale of bonds by the Authority and right of way is deeded to the Authority as security pending final liquidation of the bonds. The Rights of Way Division is responsible for processing the documents required in deeding the right of way to the Authority. Projects constructed under Authority funds may include both on and off system roads and right of way is deeded to the Authority by either the Department of Transportation or the county where the road is located depending on the fee ownership of the rights of way.
APPALACHIAN HIGHWAY SYSTEM Under the Appalachian Regional Development Act of 1965, Congress authorized the construction of certain new highways and the improvement of certain inadequate sections of existing highways as part of the Appalachian Development Highway System. Georgia's portion of the approved Appalachian Corridor consists of 86.4 miles of new or improved roadway. The approved corridor extends from I-285 north of Atlanta to the North Carolina line north of Young Harris in Towns County. This is primarily a four-lane highway with either full or partially controlled access. During the four year period covered by this report tbe Department has spent $5,337,594.00 for rights of way on the new four-lane Appalachian highway from I-285 north of Atlanta to State Route 306 north of Cumming. Right of way is complete to State Route 20 south Of Cumming and the roadway is either complete or under contract. The section from State Route 20 to State Route 306 is being acquired at this time. The Department has also let to contract the upgrading and improvement of 5 secondary type projects in the Appalachian program. Rights of way for these projects were acquired by the counties in Which they were located.
MISCELLANEOUS PROJECTS The Right of Way Division also processed rightofway documents for various classifications of State-aid projects during the period covered by this report. These projects may be either on or off the State Highway System and consist generally of PPL (passing lane) projects, MLP (Multilane widening) projects, SAP (Stateaid) projects and PR (Post Road off system) projects, Documents for miscellaneous Federal-aid projects Primarily TOPICS projects, Forest Highway projects and projects associated with military reservations are also a responsibility of the Right of Way Division.
