As required by O.C.G.A. 43-45-8 (3), the Georgia Structural Pest Control Commission submits the following annual report.
The Georgia Structural Pest Control Commission met monthly during Fiscal Year 2014 on the following dates:

All meetings began at 9:30am in Room 201 of the Agriculture Building with the exc~ption of the January 14th meeting which began at 10am and was hosted by the Depmtment of Entomology in the Fireside Room of Rooker Hall on the University of Georgia Campus in Athens, and the April 8th meeting which
began at 1Oarn and was held in the conference room of Savannah Farmers Market in Savannah.
Expenditures for the Commission and records of attendance for each member are included.

MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
July 9th, 2013
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on July 9th, 2013. The following commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Maurice Redmond, Dr. Brian Forschler, Bodine Sinyard, Laurie Padgett and Greg Holley.
B. Also in attendance were representatives of the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the June meeting. Mrs. Padgett seconded the motion and motion passed.
D. Mr. Gorecki introduced Mr. Greg Holley and Mr. Holley's Oath of Public Officer was recorded.
E. Mr. Gorecki recognized the beginning of the new state fiscal year and requested nominations for chairman and vice-chairman for FY14. Motion made by Dr. Forschler nominated Mr. Gorecki as Commission chairman. Motion made by Mr. Sinyard nominated Mr. Lastinger as vice-chairma n. The Commission agreed and the motion passed.
F. The Commission approved company license applications (see attachment 2). G. Mr. Skin Edge provided the legislative update. He mentioned that Mr. Jimmy Allgood had
been appointed by Governor Deal to serve on the board of the Georgia Port Authority. H. Dr. Forschler provided the UGA update for the Commission. He announced that Dr.
Morehead is the new president of UGA. He also noted that the 1PM institute conducted a survey of schools in Georgia concerning 1PM practices. The results were published showing 70 out of 183 school districts responded to the survey. The Technician training manual has now been distributed to the Commission members for their review. The new manual includes a mode of action section. Dr. Forschler discussed that pesticide labels are beginning to include a number that relates to a category created by the Insecticide Resistance Action Committee (!RAC). Due to the concern of pesticide resistance, the committee of scientists categorizes pesticides by their mode of action. With the !RAC numbering system, the applicator will be more aware of the mode of action by referring to the !RAC number. I. Mr. Lastinger provided a Department update. He introduced Mrs. Ashley Short that works in the Legal Services Division and Lonnita Pritchett, Director of Ag Inputs. J. Mr. Lastinger discussed a recent case involving the falsification of licensing records submitted to the Department by Mr. Allen Ormond. Mr. Ormond requested that the Department consider his situation and provide credit for attending a 2013 conference. The Department found that Mr. Ormond provided a false training attendance document to the 2013 conference. He later submitted another similar document and admitted to creating and submitting the original false record. In response the Department did not accept either

record. Mr. Ormond explained his situation to the Commission. After much discussion, the Commission supported the Department's decision. I<. Mr. Wiley announced that the Department wil l host a Georgia Clean Day in Gwinnett County at the Gwinnett County Livestock Fairgrounds. The deadline date for pre-registration date will be July 25th. The Department or the Gwinnett County Extension office can be contacted for any questions. L. Mr. Lastinger mentioned that the Department pesticide programs have submitted a grant application to US EPA for the next federal fiscal year. In the application, the Department has asked for funding to support Georgia Clean Days events. He also announced that Georgia will be hosting for the first time the annual meeting of the Association of Structural Pest Control Regulatory Officials (ASPCRO) in August. For more information individuals can go to the website. M. The Commission discussed final details of the proposed rule changes. The Commission discussed a proposed rule that would change the ventilation standard to reference the residential building code for ventilation as a condition conducive on the Official Georgia Wood Infestation Report. Mr. Gorecki requested a vote on the proposed draft rule; however, the proposal did not receive majority support. The Commission tabled this item for further discussion at the August meeting. N. A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the
Agriculture Building on August 13th, 2013. The following commission members were
present: Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Dr. Brian Forschler, Bodine
Sinyard, Greg Holley, Laurie Padgett and Maurice Redmond.

C. Motion was made by Bodine Sinyard to approve the minutes of the July meeting. Laurie
Padgett seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2}.
E. Dr. Forschler provided the UGA update for the Commission. He stated that classes at the University started on the 12th of August and he expects another good year.
F. Mr. Tommy Gray provided a Department update. He discussed another successful Georgia
Clean Day event which took place on July 30th at the Gwinnett County Fairgrounds. This
event targeted lawn care, landscape and structural pest industries. The next event is
scheduled
to
take
place
in
Peach
County
on
September
25
th .
The
Department
has
applied
to
US EPA for additional funds to support future Clean Day events. Mr. Gray also discussed a
successful event held by the Department's Marketing Division called the Georgia Grown
Farmer's Showcase held at the Atlanta Farmer's Market last month.
G. Mr. Lastinger provided the program update.
o During each year field staff perform routine annual company inspections. Beginning July 15\ the inspections will include a CAM (Compliance Assistance
Modules} that will be offered as part of the program's compliance assistance
and outreach activities. The CAM will focus on the pyrethroid label changes.
The CAM is expected to take approximately fifteen minutes and highlight
what technicians need to know.
o The Commission recently received a letter from Good Guys Pest Control
asking the Structural Pest Control Commission to further investigate their
previous compliant regarding an advertisement. The case has been turned
over to the legal Department for further review.
o Mr. Lastinger discussed an application for the certification examination from
Mr. Ron Sharpe. Mr. Sharpe is involved in an unsettled regulatory case with
th e Department. Consequently, the Commission did not to consider his
application for examination.
o Mr. Lastinger reminded the Commission and the industry of the upcoming
2013 ASPCRO Conference. The conference will be held next week at the
Omni Hotel Atlanta.

H. Mr. Bell reported on Colony Collapse Disorder regarding honey bees. Honey bees account for 1 in 3 bites of food that we consume and amount to 15 billion dollars in revenue. Lately there has been an issue in Oregon where a lawn care company treated trees with a neonicotinoid insecticide that resulted in about 50,000 to 75,000 bee deaths. Legislation has been proposed to further restrict the use of neonicotinoid insecticide to protect pollinators.
I. The Commission discussed final details of issue 9B of the draft rule changes concerning the ventilation inspection requirement on the Official Georgia Wood Infestation Inspection Report (WIIR). Mr. Lastinger and Mr. Gorecki drafted an alternate proposal for the Commission to consider which was circulated prior to the meeti'ng. The new proposal includes a requirement to collect and document moisture readings of structural wood exposed in the crawl space. Additionally, the Commission discussed existing conditions conducive that are not reported on a WIIR at the time of an inspection and the time frame required to correct unreported conditions. A Motion was made by Dr. Forschler to accept the draft rule with changing the moisture content amount from 25% to 20% pertaining to conditions conducive. Mr. Lastinger seconded the motion and the motion passed.

D. The Commission approved company license applications (see Attachment 2). E. Mr. Skin Edge provided a legislative update. F. Dr. Forschler provided the UGA update for the Commission. He noted that Commissioner
Black and a few other legislators accompanied the University's president, Jerry Morehead, to tour various farms in Georgia. He also mentioned that several members from the Department met with the UGA Entomology Department leadership to discuss the Pesticide Education Coordinator position and current pesticide safety training needs in the state. The UGA Structural Pest Control Training Center renovation is about 90% complete. The center should be available later this month in time for the fall workshops. Lastly, Dr. Forschler recognized Mr. Lastinger and his team for hosting a successful ASPCRO conference last month in Atlanta. Mr. Lastinger added his sincere appreciation for the local support and participation of the ASPCRO conference from many individuals and organizations which contributed to a successful meeting. G. Mr. Lastinger provided the program update.
o There was a recent incident of cheating on a licensing examination that occurred at one of the technical colleges. The cheating policy was enforced and the applicant will have to wait one year before re-examination. The applicant will also have to meet with Commission for approval.
o Licensing renewal update: The licensing division has reported that 95% of all the renewal applications that have been submitted have been processed. The SPS reported that 432 compani es and 664 certified operators have not applied for license renewal. Expired license notifications will be sent out by the licensing division in October. The final expiration date for all licenses that have not been renewed will be December 1st_ After this date, licensees will need to reapply for a license.
o Lastly, Mr. Lastinger mentioned an upcoming Georgia Clean Day event that will be on September 25th in Reynolds, Georgia in Peach County.

H. I. The Commission continued to discuss the proposed 2013 rule changes, specifically the open item concerning the inspection of ventilation on the Official Georgia Wood Infestation
Inspection Report {WIIR). Motion was made by Dr. Forschler regarding Item # 9 fo change
the reference for the ventilation inspection to the residential building code. Mr. Sinyard seconded the motion and motion passed. The Commission also agreed to revise the requirement to correct unreported conditions conducive from two years to one year. Mr. Lastinger discussed the schedule of events for the proposed rule changes. The timeline includes reviewing the draft rules by the Department's legal team, developing a synopsis for each proposed rule, and scheduling the public hearing. J. D. The Commission approved company license applications (see Attachment 2). E. Mr. Skin Edge provided a legislative update. F. Commissioner Black appreciated the Commission members for their work on taking action
on the structural pest control strategic planning recommendations on rule changes. He recognized the progress and also discussed his recent and highly successful trip to China. Mr. Gorecki thanked Commissioner Black for attend ing today's meeting. G. Dr. Forschler provided the UGA update for the Commission. The University of Georgia Structural Pest Control Training Center renovation and expansion continues with indoor training modules including a commercial kitchen, a shelter over the termite foundation area and a renovated training room. Dr. Forschler noted that the draft Employee Registration Manual was sent to the Commission and members were asked to review and comment for discussion at the November meeting. He will resend the draft as a reminder. H. Mr. Lastinger provided the Department update. He noted that the Georgia National Fair is currently taking place in Perry. This year the Department expanded the Georgia Grown building that will feature Georgia Grown products. Next week, the Sunbelt Expo wil l take place in Moultrie. He encouraged attenda nce at both events. A couple of weeks ago the program received notification of continued grant funding for fiscal year 2014. So far, the program has not been affected directly by the federal government shutdown. Mr. Lastinger discussed an important workshop that ASPCRO is planning for the EPA Registration staff. The workshop will addre ss termiticide product applications, regulation of use and state registration concerns. In addition, the workshop will also focus on pollinator protection, specifica lly, the new pollinator protection label language. Due to the federal government closure affecting EPA, ASPCRO is considering postponing the workshop for a month. I. Mr. Wiley discussed a successfu l Georgia Clean Day that occurred in Peach County last month. He noted that about 168,000 pounds of pesticides were collected. J. Mr. Lastinger provided the program update. In regards to the Biotech indictment, a federal court in Macon indicated that the trial date should be an nounced within the next two months. He also discussed a Department priority for the directors and managers to spend

some time in field operations. In keeping with the effort to do outreach, managers have been increasing their presence in the field. The Market Bulletin is planning on publishing an article this fall focusing on homeowner information on rodent exclusion. In recent national discussions with the states, the US EPA administrator has inquired if states have seen an increase in residential pesticide misuse cases. ASPCRO is planning on conducting a survey on structural pesticide misuse. I<. Mr. Mulling provided an enforcement update and summary of activities for fiscal year 2013. He reported that enforcement actions included 240 warning letters, 48 consent orders, 6 administrative orders and a total of $265,194 in monetary penalties. 18 investigations of unlicensed operators were opened and Mr. Lastinger recognized that the industry has been helpful with providing tips and information on reporting unlicensed operators. He encouraged the industry to continue providing this necessary information as the program continues to pursue these investigations as a priority. Mr. Mulling also reported that common violations with an enforcement response included the misuse of a pesticides and non-compliant pesticide use records. L. During the last Commission meeting, the commission voted to accept the draft rules. The draft regulations are currently being reviewed by the Department's legal team. The Department plans to send the Public Notice and Synopsis to each company and certified operators by email or mail. The notifications will only be sent to licensees that have an active license that has been renewed. The notifications are scheduled to be sent out by October 18th and written comments will be received until November 18th. Written comments can be submitted to the Commission by mail, email or fax. The public hearing is scheduled to be on November 19th at 10:30 AM in room 201 of the Agriculture Building. M. Lastly Mr. Lastinger asked the Commission to schedule a future discussion on the preexamination training requirement for registered employees. N. D. Mr. Gorecki welcomed the GPCA Leadership Group to the Commission meeting. Mr. Lastinger provided a brief overview of the roles and interactions of the Structural Pest Control Commission and the Georgia Department of Agriculture.
E. The Commission approved company license applications (see Attachment 2). F. Mr. Skin Edge provided a legislative update. G. GOA has partnered with Dr. Forschler and UGA to update the Employee Registration
Manual. Recently, Dr. Forschler provided a draft version of the manual for the Commission to review which includes an 1PM section. Mr. Gorecki discussed his concerns with some of the new terminology and suggested the addition of a glossary. He commended Dr. Forschler for his work on the manual. Mr. Redmond indicated that he shared the draft with their public health entomologist and will forward those comments. H. Mr. Tommy Gray provided the Department update. He introduced Mr. Alan Lowm an as the new program director of the Ag Inputs Section. Also, M r. Wiley will assume additional enforcement responsibilities. He will also continue his current work with the Structural Pest Section's enforcement team. Mr. Gray discussed a recent publication of the Georgia Grown Magazine. The magazine focuses on various agriculture industries in Georgia and the Department's interaction with each sector. Lastly, Mr. Gray reported that the Georgia National Fair in Perry and the Sunbelt Expo in Moultrie were both a complete success. I. Mr. Taylor provided the certification and training program update. He announced that sponsors and instructors will be notified by email for their 2014 course renewals. Similar to last year's procedure, if an outline has already been uploaded; a new outline is not required to be submitted. If the course is revised, a new course outline application is required to be submitted. In regards to licensing, wall certificates for certified operators can now be provided by email upon request. The language on the certification and employee registration applications has been revised to allow personal and company checks as an acceptable form of payment when applying for a new license. J. Mr. Lastinger discussed the 2013 proposed rule change process. He provided an overview of the process starting with Commissioner Black's strategic planning group and

recommendations on rule changes. For the past year, the proposed rule changes were
drafted and discussed by the Commission. On October 16, 2013, the proposed rules and
public hearing were announced and notifications including a synopsis of the rule changes were sent to all licensees. The public comment period started on October 16th and will end on November 18th The public hearing will take place on November 18th at 10:30 AM. The
Commission will review and consider all comments before making the proposed rules final.
I<. Dr. l<yle Jordan of BASF discussed and presented information on their new product,
Termidor HP {High Precision Termiticide) and application equipment. The mechanical unit
in combination with Termidor HP reduces the time and labor compared to Termidor SC
applications. The product uses a tank-less truck mounted unit that is used with a handheld
soil injector. The injector is adaptable to all soil conditions; it can be used for high pressure
applications or the standard low pressure applications. The unit is computerized and keeps
track of the amount of the active chemical applied by site and it relays the information to a
web based system. The device uses hydraulic pressure for soil injections and reduces the
amount of water while maintaining the same amount of chemical. BASF plans to work with
a few Georgia operators under an experimental use permit for additional testing and
information. The Commission thanked BASF for providing the information and will engage
Dr. Forschler for further review of the soil distribution study.
L. Commissioner Black greeted the GPCA Leadership Group and expressed his appreciation of
their attendance to the meeting. He challenged each member to provide consistent
excellent customer service to the consumers of Georgia and set an example.

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on December 10, 2013. The following commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Laurie Padgett, Dr. Brian Forschler, Bodine Sinyard and Greg Holley.
B. Also in attendance were representatives of the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Bodine Sinyard to approve the minutes of the November meeting. Greg Holley seconded the motion and motion passed.
D. The Commission approved company license appl ications (see Attachment 2). E. Dr. Forschler provided the University of Georgia update. He announced the arrangements
for the January 14th Commission meeting which will be hosted by the Department of Entomology in the Rooker Fireside Room located in the East Campus Village. He is also coordinating a demonstration of Termidor HP application equipment by BASF at the January meeting. F. In regards to the Department update, Mr. Lastinger announced the Georgia Grown Christmas Showcase that will take place on December 14th at the Atlanta State Farmer's Market and encouraged everyone to attend. G. Mr. Lastinger provided the program update. He announced that the public notice for the 2014 Commission meetings has been posted and is now on the Commission website. He noted that meetings outside of Atlanta are being planned at the Savannah Farmer's Market in May and the GOA Tifton Lab campus in October. Once the locations have been finalized, public notices will be posted. Mr. Lastinger discussed a registered product called Bistar WT Insecticide by FMC Corporation. The product's use pattern is simi lar to th at of borate treatments for preconstruction termite treatments. The product claims to provide two years of protection and efficacy. Mr. Lastinger is concerned that this product may not have met the five year efficacy standard. He stated that he would continue to do research on the registration and plans to contact US EPA. Lastly, Mr. Lastinger discussed a current enforcement case regarding an operator who canceled a routine company inspection while Department representatives were onsite. Following the canceled appointment, the operator has not been responsive to severa l requests to reschedu le the inspection. A recent notice requested records and a scheduled compliance meeting. The operator has not responded to any of the notices or the records request. Since the operator has refused an inspection and did not provide records that were essential for complian ce monitoring, GOA plans to issue an administrative order for license revocation. The operator will have 10 days to request a hearing. Mr. Lastinger asked the Commission for guidance on this matter and the Commission supported the Department's enforc~ment response for the case.

H. Mr. Taylor provided the licensing update. He announced January 1st as the beginning date for late fees to be paid for any licenses that have not been renewed. January 31 st will be the final deadline for companies to renew all licenses. Also, any operator or technicians that have not been renewed after the January 31st date will have to retest. Mr. Taylor also announced that the Department is applying recertification credits earned during the "90 day period" to the operator's next five year recertification period.
I. Mr. Gorecki congratulated Mr. Mark Mulling for his service to the Department for the past 30 years. The Commission wished him well in his retirement.
J. Mr. Rick Bell provided an NPMA update. He discussed a letter recently sent to EPA from ASPCRO regarding the new pollinator protection label language. ASPCRO still plans to schedule a workshop with EPA to reach a higher degree of clarity on the label language and pollinator protection.
I<. Mr. Lastinger discussed a recent conversation with the president of ASPCRO regarding
pesticide misuse in structures and clean-up. ASPCRO plans to create a new working committee to develop guidelines for structural pesticide remediation for certain misuse incidents. L. Dr. Forschler discussed the revisions to the Employee Registration Manual. He has been working on the revisions for the past year and recently submitted it to the Commission for comment. Mr. Lastinger suggested that the Commission wait until the proposed rules have been implemented and then post for a public comment period of 30 days. M. The Commission discussed the 2013 proposed rule changes. Mr. Lastinger noted that all Commission members received copies of the written comments and a copy of the transcript from the November public hearing which included oral comments received on the proposed rules. Commission members noted that these records had been received and reviewed. Mr. Gorecki provided and discussed a focus list of the comments. The Commission began the review and discussion of the written comments and plans to continue these discussions at a future meeting. N. Meeting adjourned at 11:41 AM.

A. The Georgia Structural Pest Control Commission convened at 10:00 AM on the University of Georgia campus in the Catherine Rooker Fireside Lounge on January 14th 2014. The following commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Laurie Padgett, Dr. Brian Forschler, Maurice Redmond, Bodine Sinyard and Greg Holley.
B. Also in attendance were Dr. James Sutton and Tommy Gray with the Georgia Department of Agriculture, UGA Staff, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the December meeting. Mrs. Padgett .seconded the motion and motion passed.
D. Dr. Ray Noblet, UGA's head of Entomology welcomed the Commission and attendees to the University of Georgia. He appreciated the pest management industry for their support of the urban entomology program.
E. The Commission approved company license applications (see Attachment 2). F. Dr. Forschler provided the U(jA update. He discussed the Urban Pest Control - Household and
Structural Entomology Research Program progress report. He mentioned two publications that were distributed last year on the topics of invasive termites and the importance of grooming behavior in insect immunity to disease. He also noted the ongoing field work on subterranean and drywood termites. Lastly, Dr. Forschler discussed graduate student research on mosquito attraction to plant compounds and sampling methods for enumerating mosquito populations around structures that will be expanded to include measuring the efficacy of a number of residential mosquito treatment programs. Mr. Gorecki thanked Dr. Forschler for hosting the January Commission meeting. G. Dr. Dan Suiter with UGA Extension provided an overview of the renovation and expansion of the Structural Pest Control Training Center in Griffin. He also mentioned the recertification training webinars that he started hosting last year for the pest control industry. Detailed information about the webinars can be found on their website www.gabugs.uga.edu. Lastly, he plans to have 10 week certificate program available online in several years. H. Mr. Lastinger recognized Structural Pest Section staff that was present at the meeting. He and introduced Dr. James Sutton, Director of Operations and M r. Tommy Gray, Director of Plant Industry. Mr. Gray provided the Department update. Mr. Gray recognized the Commission on all their hard work during 2013, particularly on the proposed rule changes. He noted that the Department is working closely with EPA to monitor the level of federal funding for the pesticide programs. I. Mr. Lastinger reported on 2013 activities in the Structural Pest Control Program. The following activities were highlighted:
o $25,000 was awarded to the UGA Structural Pest Control Training Center to support the renovation and expansion.
o Georgia hosted ASPCRO's annual conference in Atlanta. o The Department worked closely with the Structural Pest Control Commission to
draft the 2013 proposed rule changes.

o The program has maintained active participation and attendance at national and regional regulatory meetings and workshops.
o Strategic planning progress included a new inspection consistency initiative that involved surveying licensees after compliance inspections. The survey results indicated inspection consistency with current priorities and compliance assistance. As part of the Department's "Educate Before You Regulate" initiative, field operations developed and implemented a new outreach activity for the pyrethroid label changes and new restrictions. GDA increased staff participation as instructors of recertification workshops and seminars.
o Georgia Clean Day events. J. Rick Bell provided an NPMA update. He announced that he has ~een designated to chair a national
taskforce to look at pre-construction termite treatment standards. The taskforce is planning their first meeting in Atlanta. He also mentioned that ASPCRO sent a letter to EPA concerning the pollinator protection label language. ASPCRO is continuing to seek clarity on label language for applicators as well as the regulatory agencies. Additionally EPA's Office of Pesticide Program is looking to expand the list of pesticide products that will require the pollinator protection language. Lastly, EPA has awarded grants to state universities in Vermont, Louisiana and Pennsylvania to study how mosquito control may affect pollinators. Dr. Forschler recognized ASPCRO for consistently engaging the regulated community in national regulatory discussions. I<. Mr. Lastinger provided the details of the next steps for the rule changes. The Commission completed discussions of the official written and oral commits submitted at the November public hearing on the proposed rules. The proposed rules will be revised based on the discussions at the December and January Commission meetings. The revised proposed rules will be submitted to the Commission prior to the February meeting for final approval. L. Meeting adjourned at 11:42 AM.

March 11, 2014
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in room 201 of the Agriculture Building on March 11, 2014. The following Commission members were present: Derrick Lastinger, Vice-chair, Laurie Padgett, Dr. Brian Forschler, Bodine Sinyard (via teleconference) and Greg Holley.
B. Also in attendance were representatives of the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Holley to approve the minutes of the J_anuary meeting. Mr. Sinyard seconded the motion and motion passed.
D. Due to the inclement weather last month causing cancellation of the meeting, the Commission approved applications from the scheduled February meeting. There were a total of 12 applications and 1 name request (see Attachment 2).
E. The Commission approved company license applications (see Attachment 2) . F. Under old business, Mr. Lastinger discussed a company license application that was
considered last month. The company license application was approved pending a name change. The requested name on the application was Xceptional Wildlife Removal, which was considered substantially similar to the currently licensed Exceptional Pest Solutions. In response to the decision, Xceptional Wildlife Removal requested that the Commission reconsider the requested name and provided documentation of a federal trademark approval for Xceptional Wildlife Removal. Considering the federal trademark, Mr. Lastinger proposed that the Commission approve the company license application with a condition that proof of the trademark issuance is provided to the Department by the company by March 10, 2015. Mr. Holley motioned the approval based on the proposed condition and Dr. Forsch ler seconded the motion and the motion passed. G. Mr. Lastinger introduced Ms. Kiyomi Jefferson, clerical temp. He recognized her recent work in processing recertification training records and catching up the recent backlog. H. The Commission discussed the 2013 proposed rule changes. Mr. Lastinger confirmed that each Commission member received a current copy of the revised proposed rules. The current version includes the changes that the Commission made to the proposed ru les based on comments received during the public comment period. Dr. Forschler motioned to accept the revised proposed rules. Mrs. Padgett seconded the motion and the motion was approved. I. Mrs. Ashley Short with the Department's legal division discussed the certification and filing of the proposed rules with the Secretary of State's Office. The process takes 20 days and the rules are expected to become effective on April 1, 2014. J. Mr. Lastinger discussed the rule implementation timeline. The rules are expected to become effective on April 15\ Once effective, the industry can start to comply with the new

rules. Once final, the Department plans to notify the pest control associations to assist with outreach to the industry. The new rules and other information will be posted on the Commission website. Mr. Lastinger shared a copy of the rule change implementation, assistance and compliance timeline. He highlighted the important dates to remember. The Commission discussed the need to work with the Department on guidance documents, fact sheets and training for the new rules. The compliance date for all new rules is January 1, 2015. (timeline attached) I<. Mr. Lastinger announced the details of next month's Commission meeting. The meeting on April 8th will be held at 10:00 AM and will be located in the conference room of the Savannah State Farmer's Market. The address is 701 US Highway 80 West Savannah, Georgia 31408. L. Mr. Lastinger discussed the timeframe in which training hours are required to be submitted according to the policy on recertification training. He noted that the Department received a request to change the SPCC Policy 13-1 from a 60-day submission requirement to a 30-day submission requirement for trainers and sponsors of training. Mr. Lastinger asked the Commission to consider the request, which would benefit the industry with more up to date online training summaries. Mr. Holley motioned to accept the proposed change to the policy. Mrs. Padgett seconded the motion and motion passed. M. Lastly, Mr. Lastinger provided an update on the recent NPMA government affairs committee meeting and the Association of American Pesticide Control Officials (AAPCO) conference where the AAPCO board and the ASPCRO board members met jointly. The main concern at both meetings is the new pollinator protection language and bee label language restrictions on neonicotinoid pesticide labels. EPA's update during the meeting included the discussion of a PR notice that is under review that will add more active ingredients to the list of products requiring the pollinator protection language. ASPCRO is actively working on developing guidelines for the states to follow when making compliance decisions on the bee protection label language. ASPCRO sent a letter to EPA in December of 2013 regarding label language concerns and questions; however, EPA has not responded. N. Meeting adjourned at 10:55 AM.

A. The Georgia Structural Pest Contro l Commission convened at 10:00 a.m. in the conference room of the Savannah Farmer's Market in Savannah on April 8, 2014. The following Commission members were present: Chris Gorecki, Chairman, Derrick Lastinger, Vice-Chair, Dr. Brian Forschler, Bodine Sinyard, Greg Holley, Laurie Padgett, and Maurice Redmond.
B. Also in attendance were representatives of the Georgia Department of Agriculture, GPCA representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the March meeting. Mr. Holley seconded the motion and the motion passed.
D. Mr. Lastinger welcomed the attendees and gave a brief history of the Savannah Farmer's Market. He also announced the Georgia Grown Summerfest showcase and activit ies coming to the Savannah Farmer's Market in June 2014.
E. The Commission approved company license applications (see Attachment 2). F. Mr. Gorecki recognized Mr. Redmond for his service on the Commission for the past six years
and his active participation in the 2014 rule changes. Mr. Redmond expressed his appreciation for the opportunity to serve and learn from his ~xperience as a member. Mr. Gorecki announced the newly appointed Commission member, Christy Kuriatnyk. She was recently appointed by the Georgia Department of Public Health Commissioner, Dr. Brenda Fitzgerald. Mrs. l<uriatnyk is the program director of the Environmental Health Sect ion's Healthy Homes Program. G. Mr. Lastinger provided department and program updates. He announced that Mr. Wesley Burton has been promoted to Compliance Specialist. Mr. Burton will continue in his statewide field supervisory role as well. H. Mr. La stinger referenced the June 2013 minutes regarding the Commission review of GOA cases that find termite bait and borate treatment fai lures requiring a complete retreatment under the multiple areas of infestation rule. He provided an overview of the case details for consideration. Rule 620-6-.07(5) states, "Any structure under contract with a licensee found by either the licensee or the Enforcement Agency t o have three or more separate areas of active infestation from subterranean termites within a five (5) year period shall receive a complete retreatment in accordance with the Minimum Adequate Treatment Standards". The Commission discussed the case details and considered all recommendations. The Commission discussed a response that would require the company to submit a Corrective Action Plan to GOA for consideration on future cases . After further discussion, a motion was made by Mr. Sinyard requiring a comprehensive soil applied termite treatment and a refresh of t he bait in the termite bait system. I. Mr. Lastinger discussed the 2014 regulatory timeline in accordance with the new 2014 rules highlighting the important dates to remember. Mr. Lastinger and Mr. Gorecki recently had a teleconference with GPCA and CPCO representatives requesting assistance with outreach to PMPs on the timeline. Mr. Lastinger discussed GOA compliance assistance efforts that will begin July 1, 2014 including cooperative efforts with the development of guidance documents, fact sheets, and training materials. Dr. Forschler plans to have the revised employee registration manual revised updated with the new rules by June 2014 for Commission review.
J. Mr. Lastinger discussed revisions made to the SPCC Policy 13-01 Recertification Course Requirements. After discussion, Dr. Forschler motioned to approve the changes to SPCC Policy 13-01 as presented, Mr. Lastinger seconded and the motion passed.
K. Mr. Lastinger provided a new compliance fact sheet SPCS: 14-03 New Company License to the Commission. After discussion, Dr. Forschler motioned to accept the SPCC Policy 14-03 with revisions. Mrs. Padgett seconded and the motion passed.
L. Mr. Lastinger presented a new compliance fact sheet SPCS: 14-02 Pesticide Use Record Keeping to the Commission for consideration. Dr. Forschler discussed the need to revise the language in the concentration of pesticides section under the ready to use products. There was also a discussion regarding electronic pesticide use records and the timeliness of issuance. It was agreed that after the consumer has been notified and has signed the Electronic Communication Acknowledgement Statement provided in SPCC 14-02, an electronic pesticide use record is required to be available at the time of service to be in compliance with Rule 620-3-.02(1)(f). After discussion, Dr. Forschl er motioned to accept SPCS 14-02 with revisions. Mrs. Padgett seconded and the motion passed.
M. Mr. Gorecki will have the guidance documents posted on the Commission website. He also stated the Commission will be looking at guidance documents for ventilation and no treatment termite contracts.
N. Mr. Rick Bell provided an NPMA update, specifica lly regarding pollinator protection language on pesticide labels. He discussed how NPMA and ASPCRO are working together to address concerns with U.S. EPA. ASPCRO plans to have a workshop for EPA pesticide registration staff to demonstrate what PMPs are doing in the field regarding pollinator protection and how the label language is applied by applicators.

MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING
May 13, 2014
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on May 13, 2014. The following commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Laurie Padgett, Dr. Brian Forschler, Bodine Sinyard, Christy Kuriatnyk, and Greg Holley.
B. Also in attendance were representatives of the Georgia Department of Agriculture, GPCA and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the April meeting. Mr. Holley seconded the motion and motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Mr. Gorecki welcomed Mrs. Kuriatnyk to the Commission . He also thanked Maurice
Redmond for his time and dedication of serving on the Commission. F. Dr. Forschler provided the UGA update. He noted that the draft Employee Registration
Manual including the new rules has been submitted to the Commission and Department for review. He discussed the need of adding a glossary of terms. He explained a new section in the manual that will reference the IRAC numbering system for pesticide selection. G. Mr. Lastinger provided a Department update and introduced US EPA Region 4 Pesticide representative, Christine Fortuin. Ms. Fortuin works closely with the Department pesticide programs supporting US EPA cooperative grant funded activities. H. Mr. Wiley provided the enforcement update. He mentioned that he has taken on a new role as the regulatory compliance manager for the Plant Industry Division. He discussed how administrative cases that involve monetary penalties are being handled by the legal office and their office will be_the main contact for issues and questions regarding administrative orders. I. Mr. Lastinger provided the program update. He noted that the guidance documents (Recertification Attendance Verification Requirements, Specific Areas Treated, New Company Fact Sheet and the Pesticide Use Record Keeping Requirements Fact Sheet) approved at the April meeting have been posted on the website. He discussed a new compliance assistance webpage that was developed for the regulated community to host the Department's Compliance Assistance Modules (CAM) and other compliance assistance activities. Mr. Lastinger announced other enhancements to the program websit e that includes consumer information and a form to report unlicensed pest control operators. The new information and reporting form enhances current efforts to target enforcement of unlicensed operators. He recognized Tim Taylor for his role in coordinating the development of the new webpages. Furthermore, the program is preparing for the State Farmer's Market Showcases that will be held this summer at the Atlanta, Macon and Savannah state farmers' market s. The program will have representatives present at each

event conducting outreach to Georgia consumers on pollinators, how to hire a pest management professional, bed bug and termite identification and management. J. Mr. Gorecki noted that the Commission recently reviewed and updated guidance documents pertaining to pesticide use records, changes in licensing certification and a new document called the new company fact sheet. The documents were put together to assist with education on the rule changes. The Commission also updated the existing guidance documents for specific areas treated and methods of application. The Commission plans to review additional guidance documents that will focus on the WDO rules before the next meeting. K. Mr. Lastinger discussed the timeline regarding the rule changes. He indicated that the work continues to be on track as planned. Currently, we are in the implementation phase with plans to post guidance documents by July 1st_ After July 1st, the industry will be expected to reference the guidance and begin compliance with the new rules in preparation for full compliance by January 1, 2015. The department has started outreach on the new rules focusing on pesticide use record keeping requirements. L. Mr. Rick Bell provided an NPMA update including the upcoming two-day workshop with ASPCRO and EPA to focus on training and discussions about termite management and pollinator protection. M . June 10, 2014
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on June 10, 2014. The following Commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Laurie Padgett, Dr. Brian Forschler, Bodine Sinyard, Greg Holley, and Christy Kuriatnyk.
B. Also in attendance were representatives with the Georgia Department of Agri~ulture, GPCA representatives, registrants and other members of the pest management industry.
C. Motion was made by Mr. Sinyard to approve the minutes of the May meeting. Mrs. Padgett seconded the motion and the motion passed.
D. The Commission approved company license applications (see Attachment 2). E. Mr. Skin Edge provided the legislative update. F. Dr. Forschler provided th e UGA update. He noted that Dr. Suiter will be receiving a _new
graduate student; he also noted that four of his students are currently working on termite and mosquito research projects. He mentioned that he has received numerous calls regarding millipede infestations and an increase in confirmed Formosan termite infestations. Lastly, he discussed the employee registration manual draft which is close to being ready for public comment. The draft has been updated with more content including a biology section and two new sections in 1PM. Dr. Forschler stressed that the manual continues to evolve to ensure that applicators understand pesticide labels, pesticide safety calibrations and different types of application equipment. Currently, the manual has been forwarded to the Commission and Department for review and comment. Dr. Forschler made a motion to post the draft on the website for public comment prior to July 1st. Mrs. Padgett seconded and the motion was passed . G. Mr. Lastinger discussed the Department update. Continuing with Department efforts on unlicensed operators, the program has enhanced outreach efforts to Georgia consumers by participating in the state farmer's market showcases and hosting more information for consumers on the website. Mr. Lastinger a discussed a recent request to participate in the U.S. Homeland Security Georgia Vet Biowatch Exercise Committee. Responsibilities include coordinating official communication of emergency incidents to the Commission and the pest control industry. There will be a drill sometime in the upcoming weeks, Mr. Lastinger asked for commission member participation and cooperation. H. Mr. Lastinger requested the Commission review a GDA case involving a termite treatment failure and make a recommendation for corrective action under rule 620-6-.07(5). Mr. Wesley Burton provided details regarding the case. After discussion, the Commission made a motion requiring a comprehensive soil applied termite treatment, reinstallation of bait monitoring stations as required and address conditions conducive to infestation.

I. Rick Bell provided an NPMA update. He discussed a two day workshop hosted by ASPCRO for US EPA pesticide registration managers. Termite management and pollinator protection label language will be the focus of the workshop.
J. The Commission reviewed and discussed the drafts of the WDO fact sheets that will provide guidance on the new WDO rules. Mr. Gorecki made a motion to accept the compliance fact sheet 14-02 Under-floor space ventilation with the discussed changes. Mr. Lastinger seconded motion and motion passed. Dr. Foschler made a motion to accept the compliance fact sheet 14-04 Wood Destroying Organisms Contracts. Mr. Sinyard seconded the motion and motion passed. Mr. Sinyard made a motion to accept the con:ipliance fact sheet 14-10 Official Georgia Wood Infestation Inspection Report and 14-09 Official Waiver with discussed changes. Mrs. Padgett seconded motion and motion passed.
